【摘要】：行政審批制度改革作為政府轉(zhuǎn)變職能的突破口,在我國政府行政體制改革過程中發(fā)揮了重要作用。十八屆三中全會之后,我國的行政審批制度改革進入全面深化改革階段,行政審批制度改革能否深化成為此次行政體制改革成敗的關(guān)鍵。本文試圖從審批模式、審批方法等方面尋找改革的創(chuàng)新點和突破口。并聯(lián)審批模式是行政審批制度改革實踐中行政審批方式創(chuàng)新的成果,是一些地方政府針對復(fù)雜的審批事項探索快速審批的辦法,伴隨著我國行政審批制度改革的不斷深化,并聯(lián)審批模式也經(jīng)歷了從無到有、日漸成熟的發(fā)展歷程,該模式在提高審批效率,節(jié)約行政成本、促進廉政建設(shè)等方面有著明顯的優(yōu)勢。本文在闡述并聯(lián)審批模式特點和優(yōu)點的同時,分析了影響并聯(lián)審批模式運行的因素,在深化行政審批制度改革的背景下,我國并聯(lián)審批模式運行在思想理念上、制度建設(shè)上以及組織結(jié)構(gòu)上遇到了新契機,同時深化行政審批制度改革也對并聯(lián)審批模式的運行提出了新要求；在概述我國并聯(lián)審批模式產(chǎn)生與發(fā)展歷程的基礎(chǔ)上,指出并聯(lián)審批模式運行過程中存在的主要問題,并分析問題產(chǎn)生的原因；結(jié)合整體政府理論、無縫隙政府理論、跨部門協(xié)同治理理論以及深化行政審批制度改革的大背景,針對并聯(lián)審批模式運行過程中出現(xiàn)的問題,本文提出了優(yōu)化并聯(lián)模式運行的對策建議,旨在進一步提高審批效率,促進政府職能轉(zhuǎn)變,達到建設(shè)服務(wù)型政府的目的。
[Abstract]:The reform of the administrative examination and approval system as a breakthrough in the transformation of government functions, play an important role in the process of China's administrative reform. Since the third Plenary Session of the 18th CPC Central Committee, the reform of the administrative examination and approval system in our country to enter the stage of comprehensive deepening reform, deepen the reform of administrative examination and approval system can become the key to the success of the reform of the administrative system. This paper attempts to examine and approve approval methods for the reform of the innovation and breakthrough point. Parallel processing mode is the innovation of administrative examination and approval system of administrative reform practice in the way of examination and approval results, some local governments for examination and approval of complex exploration fast approval, with deepening the reform of administrative examination and approval system in our country, the parallel approval mode also experienced increasingly the development of the sophisticated, this model can improve the efficiency of examination and approval, save administrative costs, promote the construction of honest and clean government. The surface has obvious advantages. In this paper the characteristics and advantages of the parallel processing mode at the same time, analyzed the influence factors in the operation of parallel approval mode, deepen the reform of administrative approval system under the background of China's mode of operation in parallel processing idea, system construction and organization faces a new opportunity, at the same time to deepen the reform of the administrative examination and approval system for parallel approval mode put forward new requirements; in the overview of China's parallel processing mode on the basis of the formation and development process, points out the existing operation of parallel Approval Mode in the process of the main problems, and analyze the causes of the problem; combined with the whole of government theory, the theory of seamless government, background cross sectoral collaborative governance theory and deepen the reform of administrative examination and approval system, according to the operation mode of parallel examination and approval process, this paper puts forward the optimization of parallel mode. The countermeasures and suggestions are designed to further improve the efficiency of examination and approval, to promote the transformation of government functions, and to achieve the purpose of building a service-oriented government.
