【摘要】：1956年,新中國(guó)社會(huì)主義制度基本建立,社會(huì)救助制度亦隨之相應(yīng)改變。隨著社會(huì)救助制度的進(jìn)一步完善,中國(guó)社會(huì)救助事業(yè)逐漸走上常規(guī)化、制度化、規(guī)范化的道路。正是在社會(huì)整體救助事業(yè)發(fā)展的背景之下,天津市社會(huì)救助在原有基礎(chǔ)上繼續(xù)前行。1956～1966年間,中國(guó)的自然災(zāi)害頻發(fā),嚴(yán)重威脅著民眾的生產(chǎn)、生活。在此背景下,形成了與弱勢(shì)群體相應(yīng)的社會(huì)救助政策。天津市建立了以政府領(lǐng)導(dǎo)為核心,民眾廣泛參與為輔助,政府、民間相輔相成的社會(huì)救助制度。天津城市社會(huì)救助使貧民的貧困生活得到基本保障,救助災(zāi)民保障了他們的生產(chǎn)生活,救助孤老殘幼使“老有所養(yǎng),幼有所教,廢有所依”�？傊�,1956～1966年,天津市貧民、災(zāi)民、孤老殘幼的社會(huì)救助是有效果的,保障了弱勢(shì)群體基本的生存、生活問(wèn)題,維護(hù)了社會(huì)穩(wěn)定。社會(huì)救助是現(xiàn)代社會(huì)保障體系中的重要一環(huán),1956～1966年天津城市社會(huì)救助的制度完善與實(shí)踐,對(duì)當(dāng)今社會(huì)救助制度的發(fā)展有重要現(xiàn)實(shí)意義。
[Abstract]:In 1956, the socialist system of the people's Republic of China was basically established, and the social assistance system changed accordingly. With the further improvement of the social assistance system, the cause of social assistance in China gradually began to be regularized and institutionalized. The standardized road. It is under the background of the development of the overall social relief cause that Tianjin's social assistance continues to advance on the original basis. During the period of 19561966, China's natural disasters frequently occurred, which seriously threatened the production and life of the people. Under this background, A social assistance policy corresponding to the vulnerable groups has been formed. Tianjin has established a government with government leadership as the core, with the broad participation of the people as a supplement, and the government, The social assistance system of the city of Tianjin provides a basic guarantee for the poor people's poor lives, helps the victims to protect their production and lives, and helps the elderly and the disabled to "have a sense of security, and children to teach." In short, from 1956 to 1966, social assistance to the poor, the victims, the elderly and the disabled in Tianjin was effective, ensuring the basic survival and living problems of the vulnerable groups.
