【摘要】：隨著我國(guó)互聯(lián)網(wǎng)技術(shù)的發(fā)展以及上網(wǎng)人數(shù)的不斷增加,網(wǎng)民參政議政的熱情也日趨高漲。網(wǎng)絡(luò)不僅成為社會(huì)公眾了解公共事務(wù)、表達(dá)自身權(quán)益、監(jiān)督政府行為的重要渠道,也成為政府部門(mén)及其官員了解民情、把握民意、匯聚民智、開(kāi)發(fā)民力的重要途徑。但是,不容忽視的是,隨著網(wǎng)絡(luò)民意越來(lái)越多的在網(wǎng)絡(luò)空間匯聚,由于網(wǎng)民結(jié)構(gòu)失衡、素質(zhì)參差不齊、非理性?xún)A向造成了民意表達(dá)的無(wú)序,網(wǎng)絡(luò)信息以訛傳訛、以謠傳謠,嚴(yán)重影響社會(huì)穩(wěn)定,甚至引發(fā)公共危機(jī)事件。要使網(wǎng)絡(luò)民意真正制度化、規(guī)范化、法治化,政府還需要多方面的下大力氣改革和完善,才能使之順利前行。政府需在加強(qiáng)引導(dǎo)與協(xié)調(diào)、轉(zhuǎn)變政府行為模式、完善法律制度及自律機(jī)制等方面著手,對(duì)網(wǎng)絡(luò)空間進(jìn)行有效治理,使網(wǎng)絡(luò)成為民意表達(dá)的有效途徑。本文以公共領(lǐng)域?yàn)檠芯糠懂?以網(wǎng)絡(luò)民意為研究主題,探討在網(wǎng)絡(luò)公共領(lǐng)域內(nèi)社會(huì)公眾與政府權(quán)力機(jī)關(guān)的角色定位、行為選擇以及民意與權(quán)力如何實(shí)現(xiàn)銜接等,著眼于政府在網(wǎng)絡(luò)空間對(duì)于網(wǎng)絡(luò)民意治理的行為選擇,構(gòu)建政府與網(wǎng)民的良性互動(dòng)機(jī)制。
[Abstract]:With the development of Internet technology and the increasing number of Internet users in our country, the enthusiasm of Internet users to participate in politics and discuss politics is rising day by day. The Internet is not only an important channel for the public to understand public affairs, express their own rights and interests, and supervise government behavior. It has also become an important way for government departments and their officials to understand people's feelings, grasp public opinion, pool people's wisdom, and develop people's power. However, it cannot be ignored that as more and more public opinion on the Internet converges in cyberspace, due to the imbalance in the structure of Internet users, The diathesis is uneven, the irrational tendency has caused the public opinion to express disorderly, the network information passes through the error with the false, spreads the rumour seriously, seriously affects the social stability, even causes the public crisis event. Wants to make the network public opinion truly institutionalization, the standardization, the rule of law, The government also needs to make great efforts to reform and perfect in many ways in order to make it go ahead smoothly. The government needs to strengthen guidance and coordination, change the government's behavior pattern, perfect the legal system and self-discipline mechanism, and so on. In order to make the network become an effective way to express public opinion, this paper takes the public domain as the research category, and takes the network public opinion as the research topic. This paper probes into the role orientation, behavior choice and how to link public opinion and power between the public and the government in the public domain of the network, and focuses on the behavior choice of the government in the cyberspace to govern the public opinion on the network. Construct the benign interaction mechanism of government and netizen.
