【摘要】：隨著經(jīng)濟社會的快速發(fā)展和科學(xué)技術(shù)的應(yīng)用,互聯(lián)網(wǎng)已經(jīng)深深的影響到我們的社會生活,人們越來越熱衷于通過網(wǎng)絡(luò)來表達(dá)對社會相關(guān)現(xiàn)象的見解,網(wǎng)絡(luò)輿情已經(jīng)廣泛存在于我們的生活中。針對現(xiàn)代網(wǎng)絡(luò)技術(shù)的發(fā)展,我國政府面臨的一個巨大的挑戰(zhàn)就是如何建立科學(xué)高效的危機預(yù)警與管理機制來處理相關(guān)的危機事件,以更好的提升我國政府在處理危機事件方面的能力。本文詳細(xì)闡述了網(wǎng)絡(luò)輿情的概念、特征,重點分析了網(wǎng)絡(luò)輿情在政府危機管理發(fā)生和發(fā)展過程中的影響,并在此基礎(chǔ)上提出了構(gòu)建網(wǎng)絡(luò)輿情視角下的政府危機管理機制的措施,旨在更好地幫助我國政府化解相關(guān)的危機管理。文章首先介紹了網(wǎng)絡(luò)輿情視角下的政府危機管理機制這一選題的背景和意義、概括了國內(nèi)外相關(guān)領(lǐng)域的研究成果。其次總結(jié)概括了政府危機管理和網(wǎng)絡(luò)輿情的基礎(chǔ)內(nèi)容,并對網(wǎng)絡(luò)輿情對政府危機管理的影響進(jìn)行分析。再次,根據(jù)網(wǎng)絡(luò)輿情和政府危機管理的關(guān)聯(lián)提出網(wǎng)絡(luò)輿情視角下政府危機管理的四種機制:研判機制、溝通機制、決策機制和評估機制,并通過馬航事件進(jìn)行分析總結(jié),從中發(fā)現(xiàn)近幾年來我國政府處理危機事件的進(jìn)步以及不足之處,為根據(jù)提出的微機管理機制為今后的輿情和政府危機處理提出合理意見及建議。最后對文章進(jìn)行總結(jié)和展望。
[Abstract]:With the rapid development of economy and society and the application of science and technology, the Internet has deeply affected our social life. Internet public opinion has been widely existing in our life. In view of the development of modern network technology, one of the great challenges facing our government is how to establish a scientific and efficient crisis warning and management mechanism to deal with related crisis events. In order to improve the ability of our government to deal with crisis events, this paper elaborates the concept and characteristics of network public opinion, and analyzes the influence of network public opinion on the occurrence and development of government crisis management. On the basis of this, the paper puts forward the measures to construct the government crisis management mechanism from the perspective of network public opinion. This paper first introduces the background and significance of the topic of government crisis management mechanism from the perspective of network public opinion. Summarized the research results of related fields at home and abroad. Secondly, summarized the basic contents of government crisis management and network public opinion, and analyzed the impact of network public opinion on government crisis management. Third, According to the relationship between network public opinion and government crisis management, four mechanisms of government crisis management under the perspective of network public opinion are put forward: research mechanism, communication mechanism, decision-making mechanism and evaluation mechanism, and are analyzed and summarized through Malaysia Airlines incident. It is found that our government has made progress and shortcomings in dealing with crisis events in recent years, and put forward reasonable opinions and suggestions for the future public opinion and government crisis management according to the proposed microcomputer management mechanism. Finally, the article is summarized and prospected.
