【摘要】：目前中國正處于轉(zhuǎn)型期,轉(zhuǎn)型期的中國不同利益群體之間矛盾和沖突十分突出和尖銳,社會(huì)分層和流動(dòng)持續(xù)加劇。建立一個(gè)不同人群之間、以及人群與政府之間溝通的橋梁顯得尤為迫切和重要,因此,政府應(yīng)該與公眾開展廣泛的交流與辯論,這就涉及到中國轉(zhuǎn)型期公共政策辯論問題。對于中國轉(zhuǎn)型期公共政策辯論現(xiàn)象,不能實(shí)行鴕鳥政策,熟視無睹,置若罔聞。當(dāng)務(wù)之急便是要承認(rèn)它的存在,規(guī)范它的存在,不要只一味的關(guān)注西方政策辯論現(xiàn)象,要挖掘和整理中國本土政策辯論資源,建立和發(fā)展中國政策辯論制度。本文針對這一問題進(jìn)行深入研究,首先,對轉(zhuǎn)型期公共政策與公共政策辯論的相關(guān)概念和相關(guān)理論進(jìn)行闡釋,在此基礎(chǔ)上研究中國轉(zhuǎn)型期公共政策辯論產(chǎn)生的背景、涉及的相關(guān)要素以及特點(diǎn)。并通過對中國轉(zhuǎn)型期公共政策辯論的現(xiàn)狀進(jìn)行梳理,找到中國轉(zhuǎn)型期公共政策辯論存在的問題以及原因;其次,對中國轉(zhuǎn)型期政策辯論與政策效果的相互作用進(jìn)行分析;最后,提出提升中國轉(zhuǎn)型期公共政策辯論質(zhì)量的策略建議,為中國轉(zhuǎn)型期公共政策提供參考。
[Abstract]:At present, Chinese is in the transition period, the transition period between Chinese different interest groups very prominent and sharp contradictions and conflicts, social stratification and mobility continued to intensify. Establishing a bridge of communication between different groups of people, and the people and the government is particularly urgent and important, therefore, the government should carry out exchanges and extensive debate with the public. This involves the Chinese transition of public policy debate. The public policy debate China phenomenon in transition, can not implement the ostrich policy, blind and deaf ears. It is a pressing matter of the moment we have to admit that it exists, standardize its existence, not only focus on the phenomenon of western policy debate blindly, to excavate and arrange local resources China policy debate the establishment and development of the policy debate, China system. Aiming at the problem of in-depth research, firstly, the transition of public policy and public policy debate To explain the related concepts and theories, research the public policy debate Chinese transformation based on this background, relevant factors involved and characteristics. And analyzes the status of the public policy debate on Chinese transformation, find the transition period China public policy debate on the problems and reasons; secondly, the interaction Chinese transformation during the period of the policy debate and policy effect analysis; finally, put forward suggestions Chinese transformation strategy of public policy during the debate, to provide reference for China transformation of public policy.
