【摘要】：在互聯(lián)網(wǎng)時(shí)代,新媒體技術(shù)正迅猛發(fā)展。我國(guó)接入互聯(lián)網(wǎng)20多年來,互聯(lián)網(wǎng)治理不斷朝著科學(xué)化、正規(guī)化、系統(tǒng)化方向發(fā)展,網(wǎng)絡(luò)輿情的管理也在不斷受到重視。從我國(guó)網(wǎng)絡(luò)輿情產(chǎn)生、發(fā)展的脈絡(luò)以及當(dāng)前態(tài)勢(shì)看出,互聯(lián)網(wǎng)的聚集放大效能,使得本不屬于中央事權(quán)之內(nèi)的局部事件,造成全國(guó)影響,打破行政區(qū)劃,基層政府無力管控。因此省級(jí)政府部門網(wǎng)絡(luò)輿情管理的作用地位日益凸顯。本文為省級(jí)部門實(shí)現(xiàn)對(duì)網(wǎng)絡(luò)輿情的善用、善管、善治,提出了有針對(duì)性的、可操作性的措施對(duì)策,對(duì)地方政府貫徹落實(shí)群眾路線,提高社會(huì)管理水平,構(gòu)建和諧社會(huì)具有現(xiàn)實(shí)意義。通過綜合運(yùn)用文獻(xiàn)研究法、案例分析法和跨學(xué)科研究法等方法,充分結(jié)合我國(guó)互聯(lián)網(wǎng)輿情形勢(shì)特點(diǎn),在論證省一級(jí)政府部門加強(qiáng)網(wǎng)絡(luò)輿情管理的必要性、闡述互聯(lián)網(wǎng)輿情的危害影響以及政府部門的完善對(duì)策等關(guān)鍵環(huán)節(jié)進(jìn)行了理論創(chuàng)新。本文歸納了網(wǎng)絡(luò)輿情對(duì)我國(guó)省級(jí)部門管理帶來的沖擊和影響,包括:網(wǎng)上違法犯罪行為顛覆道德觀念,危害信息安全和政治安全,外部多種價(jià)值理念通過網(wǎng)絡(luò)輿論場(chǎng)侵害意識(shí)形態(tài)安全,地方政府部門管理活動(dòng)備受壓力。分析了省級(jí)政府部門出現(xiàn)的問題和不足:思想觀念上受思維定式、誤區(qū)影響深重;互聯(lián)網(wǎng)輿情工作方法策略不當(dāng);知識(shí)儲(chǔ)備和業(yè)務(wù)技能有待提升;工作力量有待優(yōu)化整合;全國(guó)影響力的大型網(wǎng)站、平臺(tái)往往突破了地方管控的邊界;反應(yīng)遲緩、危機(jī)公關(guān)能力不足等頑疾。借鑒國(guó)際經(jīng)驗(yàn),提出了強(qiáng)化輿情管理工作的業(yè)務(wù)培訓(xùn);建立健全輿情工作機(jī)制,促進(jìn)形成工作合力;制定有利政策法規(guī),調(diào)動(dòng)社會(huì)資源服務(wù)輿情管理;從人才引進(jìn)、技術(shù)研發(fā)、宣傳教育等方面加大投入力度等主要完善對(duì)策。
[Abstract]:In the era of Internet, new media technology is developing rapidly. For more than 20 years, Internet governance in China has been developing in the direction of science, formalization and systematization. The management of network public opinion is also receiving constant attention. From the emergence, development and current situation of the network public opinion in our country, we can see that the gathering and magnifying effect of the Internet makes local events which are not part of the central authority, causing national influence. As a result, the role of network public opinion management of provincial government departments is increasingly prominent. This paper puts forward targeted measures for provincial departments to make the best use of network public opinion, good management and good governance. The operational measures have practical significance for the local government to carry out the mass line, improve the level of social management, and build a harmonious society. Through the comprehensive use of literature research, case analysis and interdisciplinary research, etc. Fully combining the characteristics of the situation of Internet public opinion in our country, and demonstrating the necessity of strengthening the management of network public opinion by provincial government departments, This paper discusses the impact of Internet public opinion on the management of provincial departments in our country, and summarizes the impact and influence of network public opinion on the management of provincial departments in China, including the theoretical innovation of the key links, such as the harmful effects of Internet public opinion and the consummation countermeasures of government departments. These include: illegal and criminal acts on the Internet subverting moral concepts, endangering information security and political security, and various external values infringing on ideological security through the network public opinion field. The management activities of local government departments are under pressure. The problems and shortcomings of provincial government departments are analyzed. Knowledge reserves and business skills need to be improved; work forces need to be optimized and integrated; large websites with national influence often break through the boundaries of local control; chronic diseases such as slow response, inadequate capacity for crisis public relations, etc. Learn from international experience, Put forward to strengthen the business training of public opinion management, establish and perfect the working mechanism of public opinion, promote the formation of work force, formulate favorable policies and regulations, mobilize social resources to serve public opinion management, introduce talents, research and development of technology, Publicity and education and other aspects of increasing investment and other major measures to improve.
