【摘要】：在全球經(jīng)濟(jì)增長普遍放緩的大背景下,近年來中國經(jīng)濟(jì)增速亦明顯降低。面對(duì)經(jīng)濟(jì)下行所帶來的各種社會(huì)穩(wěn)定問題,各級(jí)政府采取了一系列應(yīng)對(duì)措施,但產(chǎn)生了一定的政治風(fēng)險(xiǎn):首先,維穩(wěn)成本有增無減,進(jìn)一步加深財(cái)政危機(jī);其次,高壓維穩(wěn),非法打擊,進(jìn)一步加深“官民”矛盾。最后,主流價(jià)值觀混亂,民眾焦慮增加,資本外流,進(jìn)一步阻礙經(jīng)濟(jì)發(fā)展。欲破解這些問題,需要新思路,比如:(一)轉(zhuǎn)變“穩(wěn)定壓倒一切”的“剛性維穩(wěn)”思維,保障公民權(quán)利;(二)提高社會(huì)風(fēng)險(xiǎn)防范意識(shí),建立風(fēng)險(xiǎn)社會(huì)治理機(jī)制;(三)增強(qiáng)執(zhí)政意識(shí),正視社會(huì)轉(zhuǎn)型伴生的矛盾與沖突。
[Abstract]:Against the backdrop of a general slowdown in global economic growth, China's economic growth rate has also decreased markedly in recent years. In the face of various social stability problems brought about by the economic downturn, governments at all levels have taken a series of countermeasures. But there are certain political risks: first, the cost of maintaining stability increases unabated, further deepening the financial crisis; secondly, maintaining stability under high pressure, illegal crackdown, further deepens the contradiction between the "officials and the people". Finally, the mainstream values are confused and the public anxiety increases. Capital outflow further hinders economic development. To solve these problems, new ideas are needed, such as: (1) changing the "rigid stability" mentality of "stability over all", and (2) enhancing the awareness of social risk prevention. Third, strengthen the ruling consciousness and face up to the contradictions and conflicts associated with social transformation.
