論婦聯(lián)組織參與社會(huì)治理的障礙及其對(duì)策

【摘要】:目前,“小政府,大社會(huì)”的社會(huì)格局在政府職能轉(zhuǎn)變的過(guò)程中正在逐步形成,隨著社會(huì)治理和公共服務(wù)的主體越來(lái)越多元化,政府與社會(huì)組織之間的合作、共同治理也已經(jīng)成為社會(huì)發(fā)展的一種客觀趨勢(shì)。因此,,在新的發(fā)展形勢(shì)下,各類人民團(tuán)體尤其是各級(jí)婦聯(lián)組織要積極參與到社會(huì)治理當(dāng)中來(lái),這樣做不但可以清楚的反映民意渠道,切實(shí)加強(qiáng)新形勢(shì)下黨的群眾路線和工作,同時(shí)也有利于建立健全“黨委領(lǐng)導(dǎo)、政府負(fù)責(zé)、社會(huì)協(xié)同、公眾參與”的社會(huì)治理新格局。本文以提高婦聯(lián)組織參與社會(huì)治理的水平和能力為立足點(diǎn),綜合運(yùn)用實(shí)地調(diào)研法、比較分析法、文獻(xiàn)分析法等研究方法,闡述了婦聯(lián)組織參與社會(huì)治理的理論依據(jù),通過(guò)案例研究,對(duì)武漢市武昌區(qū)婦聯(lián)組織參與社會(huì)治理的實(shí)踐進(jìn)行分析,得出了婦聯(lián)組織參與社會(huì)治理的障礙及其原因,并結(jié)合國(guó)外婦女組織參與社會(huì)治理的實(shí)踐經(jīng)驗(yàn),提出我國(guó)婦聯(lián)組織參與社會(huì)治理的對(duì)策建議。分析結(jié)果表明,婦聯(lián)組織參與社會(huì)治理的障礙,主要是其缺乏資金支持、缺乏專職人才和婦聯(lián)組織工作方式落后。究其原因,外因主要為婦聯(lián)組織與政府的職能邊界模糊不清,內(nèi)因是婦女工作者綜合能力不足;組織結(jié)構(gòu)單一,缺乏活動(dòng)載體;婦聯(lián)組織缺乏與其他婦女組織的合作所造成的。在借鑒國(guó)外實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上結(jié)合我國(guó)國(guó)情,本文認(rèn)為可以從以下三個(gè)層面進(jìn)一步提高婦聯(lián)組織參與社會(huì)治理的水平:一是在社會(huì)治理層面,優(yōu)化治理結(jié)構(gòu)。理順?gòu)D聯(lián)與政府的關(guān)系,推動(dòng)?jì)D女參與基層民主管理;二是在自身建設(shè)層面,夯實(shí)主體能力。加強(qiáng)人才隊(duì)伍建設(shè),提升婦聯(lián)了解社情民意的能力;三是在提供公共產(chǎn)品層面,加強(qiáng)載體創(chuàng)新。承接項(xiàng)目為活動(dòng)載體,整合社會(huì)資源形成服務(wù)網(wǎng)絡(luò)。
[Abstract]:At present, the social pattern of "small government, big society" is gradually forming in the process of transformation of government functions. As the main bodies of social governance and public services become more and more diversified, the cooperation between the government and social organizations, Common governance has also become an objective trend in social development. Therefore, under the new development situation, all kinds of people's organizations, especially women's federations at all levels, should actively participate in social governance. This will not only clearly reflect the channels of public opinion and strengthen the party's mass line and work under the new situation, but also be conducive to the establishment and improvement of "party committee leadership, government responsibility, and social coordination." The new pattern of public participation in social governance. This paper takes the level and ability of women's federations to participate in social governance as the foothold, synthetically applies the field research method, comparative analysis method, literature analysis method, and so on. This paper expounds the theoretical basis of women's federations' participation in social governance, analyzes the practice of women's federations' participation in social governance in Wuchang District of Wuhan City by case study, and concludes the obstacles and causes of women's federations' participation in social governance. Combined with the practical experience of foreign women's organizations participating in social governance, this paper puts forward the countermeasures and suggestions for women's federations in China to participate in social governance. The analysis results show that the obstacles of women's federations' participation in social governance are mainly the lack of financial support. The lack of professional talents and the backward working methods of women's federations are mainly due to the ambiguity of the functional boundaries between the women's federations and the government, the lack of comprehensive ability of women workers, the lack of a single organizational structure and the lack of carriers of activities. As a result of the lack of cooperation between women's federations and other women's organizations, and on the basis of drawing on the practical experience of foreign countries, This paper holds that the level of women's federations' participation in social governance can be further improved from the following three levels: first, at the level of social governance, optimizing the governance structure, straightening out the relationship between women's federations and the government, and promoting women's participation in grass-roots democratic management; Second, at the level of self-building, tamp the main body's ability. Strengthen the construction of the talent force and enhance the women's federation's ability to understand the social situation and public opinion; third, at the level of providing public products, strengthening the carrier innovation. Undertaking projects as the activity carrier. Integrate social resources to form a service network.
