【摘要】：近年來(lái),我國(guó)醫(yī)療保障體系逐步完善,促進(jìn)廣大人民群眾的生活逐漸改善。同時(shí),我國(guó)慈善事業(yè)得到了迅猛發(fā)展,慈善醫(yī)療救助在城市社會(huì)醫(yī)療救助中的地位越來(lái)越高,救助范圍也不斷擴(kuò)大。慈善醫(yī)療救助在對(duì)貧困人口的救助中起到了不可替代的作用。本次研究以廣州市為代表對(duì)貧困人口慈善醫(yī)療救助進(jìn)行了調(diào)查分析。本次研究通過(guò)設(shè)計(jì)合理的調(diào)查方案,采用專(zhuān)家訪談法對(duì)廣州市貧困人口慈善醫(yī)療救助情況做一個(gè)初步了解；并采用文獻(xiàn)資料法了解有關(guān)貧困人口救助和慈善醫(yī)療救助的相關(guān)情況,設(shè)計(jì)了相應(yīng)的調(diào)查問(wèn)卷,進(jìn)一步深入分析廣州市貧困人口慈善醫(yī)療救助現(xiàn)狀。在了解了有關(guān)慈善醫(yī)療救助以及貧困人口的相關(guān)概念之后,縱觀國(guó)內(nèi)外慈善醫(yī)療救助的發(fā)展歷程,分析我國(guó)醫(yī)療救助中目前尚存的一些例如慈善機(jī)構(gòu)數(shù)量不多、規(guī)模不大、相關(guān)政策滯后等問(wèn)題,并歸納總結(jié)了發(fā)展慈善醫(yī)療救助對(duì)于社會(huì)和政府的重要作用。對(duì)廣州市具體的慈善醫(yī)療救助流程、救助對(duì)象、救助方式等進(jìn)行了了解。在理論準(zhǔn)備完成之后,對(duì)問(wèn)卷及訪談所收集到的數(shù)據(jù)進(jìn)行實(shí)證分析,對(duì)調(diào)查樣本做初步整理歸類(lèi),分別探究了廣州市近幾年慈善醫(yī)療救助金額及救助人次、廣州不同地區(qū)的慈善救助金額和救助人次的差異,并運(yùn)用SPSS軟件對(duì)受助人群的基本情況進(jìn)行統(tǒng)計(jì),特別是對(duì)慈善醫(yī)療救助政策的知曉度、政策執(zhí)行的滿意度、執(zhí)行團(tuán)隊(duì)的滿意度等多方面進(jìn)行研究分析。然后,從多角度論述了廣州市貧困人口慈善醫(yī)療救助工作的發(fā)展方向,從慈善醫(yī)療救助工作的定位方面進(jìn)行分析,指明了慈善醫(yī)療救助在社會(huì)保障體系中的補(bǔ)充作用,論述了慈善醫(yī)療救助需要面向多元化的方向發(fā)展,加強(qiáng)政府醫(yī)療救助和慈善醫(yī)療救助的銜接,建立具有地區(qū)特色的慈善醫(yī)療救助體系。最后,總結(jié)全文,從政府、慈善機(jī)構(gòu)以及其他三個(gè)方面綜合給出有利于促進(jìn)廣州市貧困人口救助事業(yè)和慈善機(jī)構(gòu)發(fā)展的相關(guān)政策建議。
[Abstract]:In recent years, the medical security system of our country has been gradually perfected, and the life of the broad masses of the people has been improved gradually. At the same time, charitable medical aid has developed rapidly in our country, and the status of charitable medical assistance in the urban social medical assistance has become more and more important. Charity medical aid has played an irreplaceable role in the relief of the poor. This study takes Guangzhou as a representative to investigate and analyze the charity medical aid for the poor. By designing a reasonable investigation plan, Using the method of expert interview to make a preliminary understanding of the situation of charitable medical aid for the poor population in Guangzhou, and using the method of literature to find out the relevant situation of the poor and charitable medical aid, and designing the corresponding questionnaire. Further in-depth analysis of the status quo of charitable medical assistance for the poor in Guangzhou. After understanding the relevant concepts of charitable medical assistance and the poor population, the development of charitable medical assistance at home and abroad is reviewed. Analyzing some problems that still exist in medical aid in China, such as the small number of charitable organizations, the small scale, the lagging of relevant policies, and so on. It also summarizes the important role of developing charitable medical aid to the society and the government. It also understands the specific charitable medical aid flow, the object and the way of relief in Guangzhou. After the theoretical preparation is completed, Through the empirical analysis of the data collected from the questionnaire and interviews, the survey samples are preliminarily sorted out, and the amount of charitable medical assistance and the number of people receiving assistance in Guangzhou in recent years are explored respectively. The difference of the amount of charity aid and the number of people receiving assistance in different areas of Guangzhou, and the use of SPSS software to calculate the basic situation of the recipients, especially the degree of awareness of the charitable medical aid policy, the satisfaction with the implementation of the policy, Then, it discusses the development direction of charity medical aid for the poor population in Guangzhou from many angles, and analyzes the orientation of charity medical aid work from the point of view of the orientation of charity medical aid work. This paper points out the supplementary role of charitable medical assistance in the social security system, and discusses the development of charitable medical assistance in the direction of diversification, and strengthens the connection between government medical aid and charitable medical assistance. Finally, the paper summarizes the full text, and gives the relevant policy recommendations from the government, charity and other three aspects in order to promote the development of poverty relief and charity organizations in Guangzhou.
