【摘要】：縣委書(shū)記大接訪(fǎng)制度將常規(guī)信訪(fǎng)工作轉(zhuǎn)化為黨委政府的中心工作,有利于強(qiáng)化領(lǐng)導(dǎo)干部的責(zé)任意識(shí),整合官僚體制內(nèi)部資源,推動(dòng)基層信訪(fǎng)問(wèn)題尤其是信訪(fǎng)疑難案件的解決,密切黨群干群關(guān)系。實(shí)際運(yùn)行受官僚體制內(nèi)部各種復(fù)雜交錯(cuò)關(guān)系的影響,使該項(xiàng)制度的實(shí)踐邏輯呈現(xiàn)出與制度文本規(guī)定的偏差,主要存在權(quán)力推動(dòng)與權(quán)力依賴(lài)、權(quán)力與責(zé)任倒置、首問(wèn)負(fù)責(zé)制與專(zhuān)業(yè)分工矛盾、選擇性治理與接訪(fǎng)績(jī)效的消解、政治與專(zhuān)業(yè)的沖突等問(wèn)題。大接訪(fǎng)制度的運(yùn)行必須嵌入于官僚體制之中,官僚體制將大接訪(fǎng)制度吸納進(jìn)入了其自身的運(yùn)轉(zhuǎn)邏輯,并按照官僚體制的內(nèi)部運(yùn)作規(guī)則對(duì)該項(xiàng)制度進(jìn)行改造。近期應(yīng)加大對(duì)領(lǐng)導(dǎo)干部實(shí)質(zhì)性解決信訪(fǎng)問(wèn)題的考核,而不是過(guò)于注重對(duì)領(lǐng)導(dǎo)接訪(fǎng)臺(tái)帳、文案等形式程序的考核;可以在接訪(fǎng)工作與業(yè)務(wù)工作之間保持適當(dāng)平衡,避免大接訪(fǎng)制度過(guò)多沖擊領(lǐng)導(dǎo)干部的常規(guī)業(yè)務(wù)工作;長(zhǎng)期應(yīng)在形成信訪(fǎng)問(wèn)題的根源上著力,健全和完善基層民主制度,構(gòu)建干部與群眾良性對(duì)話(huà)、協(xié)商的平臺(tái)。切實(shí)推進(jìn)依法治國(guó)戰(zhàn)略,真正做到依法行政。只有這樣大接訪(fǎng)制度才可能具有更高的效率和更強(qiáng)的生命力。
[Abstract]:The system of receiving visits by county party secretaries has turned routine letters and visits into the central work of party committees and governments, which is conducive to strengthening the sense of responsibility of leading cadres, integrating the internal resources of the bureaucratic system, and promoting the resolution of the problems of petition and visits at the grass-roots level, especially the difficult cases of letters and visits. The actual operation is influenced by various complicated interlaced relationships within the bureaucratic system, which makes the practical logic of the system appear deviated from the provisions of the text of the system, and there are mainly power promotion and power dependence. The problems of power and responsibility inversion, the contradiction between responsibility system and professional division, the resolution of selective governance and interview performance, the conflict between politics and specialty, and so on, must be embedded in the bureaucratic system. The bureaucratic system has absorbed the system of receiving visits into its own operation logic, and reformed the system according to the internal operating rules of the bureaucracy. In the near future, it is necessary to increase the examination of leading cadres to substantially solve the problem of letters and visits. Instead of paying too much attention to the examination of the formal procedures, such as receiving accounts and transcripts, we can maintain a proper balance between the receiving and receiving of visits and professional work, and avoid the excessive impact of the system of receiving visits on the routine professional work of leading cadres. In the long run, we should focus on the root causes of the problem of letters and visits, improve and improve the grass-roots democratic system, build a platform for healthy dialogue and consultation between cadres and the masses, and earnestly promote the strategy of administering the country according to law. Only this system can have higher efficiency and stronger vitality.
