【摘要】："誰得到什么"始終是公共政策的核心議題,普遍性和中立性則是公共政策的關(guān)鍵特質(zhì)和重要美德。在現(xiàn)代國家治理中,許多國家通過采取肯定性行動(dòng)或類似政策,修正由歷史、既往政策或其他原因所造成的社會(huì)差距,以促進(jìn)不同人群之間的權(quán)利及發(fā)展機(jī)會(huì)的平等�？隙ㄐ孕袆�(dòng)政策以非均衡的政策工具追求均衡的治理目標(biāo),突顯了明顯的國家干預(yù)特性。隨著治理理念的流行和社會(huì)觀念氛圍的變化,肯定性行動(dòng)似已成為國家治理的一個(gè)悖論,并提示多元主義時(shí)代需要國家治理和公共政策的新范式。多元主義時(shí)代國家治理需要平衡的差異和不均衡越來越多,多樣性本身更被賦予重要的積極價(jià)值。國家治理和公共政策趨向多樣性管理的范式轉(zhuǎn)型是一個(gè)迫切的時(shí)代問題,也將使肯定性行動(dòng)政策融入多樣性管理的治理邏輯和實(shí)踐框架之中,以充分實(shí)現(xiàn)其治理潛力。
[Abstract]:"who gets what" has always been the core issue of public policy, while universality and neutrality are key attributes and important virtues of public policy. In modern governance, many countries adopt affirmative action or similar policies. Correct social disparities caused by history, past policies or other reasons to promote equality of rights and development opportunities between different groups. Affirmative action policies pursue balanced governance goals with unbalanced policy instruments, Highlighting the obvious nature of state intervention. With the popularity of governance ideas and changes in the atmosphere of social attitudes, affirmative action seems to have become a paradox of national governance, It also points out that the times of pluralism need a new paradigm of national governance and public policy. In the era of pluralism, there are more and more differences and imbalances in state governance. Diversity itself is endowed with important positive values. The paradigm shift in national governance and public policy towards diversity management is an urgent issue of the times, It will also integrate affirmative action policy into the governance logic and practice framework of diversity management in order to realize its full governance potential.
