【摘要】：村民自治的有效實現(xiàn)離不開合理的自治基本單元。自治基本單元是靠近家戶的公共性單元,其位置受村民參與方便性與公共事務(wù)解決效能性"兩大標(biāo)準(zhǔn)"的內(nèi)在約束,其規(guī)模受利益相關(guān)、規(guī)模適度、地域相近、文化相連、群眾自愿"五大要素"的外在約束。村民自治基本單元的劃定就由"兩大標(biāo)準(zhǔn)"與"五大要素"共同決定。不過,在實踐中,還要充分考慮實際情況的差異性與特殊性,因地制宜地劃定自治基本單元,這樣才能促進村民自治有效實現(xiàn)。
[Abstract]:The effective realization of villagers' autonomy can not be achieved without a reasonable basic unit of autonomy. The basic unit of autonomy is a public unit close to the household, and its position is bound by the inherent standards of the convenience of villagers' participation and the effectiveness of solving public affairs. Its scale is closely related to interests, appropriate in size, close in region, closely related to culture, and the masses voluntarily define the "five elements". The delineation of the basic unit of villager autonomy is determined by the "two criteria" and the "five major elements." however, the basic unit of villagers' autonomy is determined by the "two criteria" and the "five major elements". In practice, we should fully consider the difference and particularity of the actual situation, define the basic unit of autonomy according to local conditions, so as to promote the effective realization of villagers' autonomy.
