應(yīng)急響應(yīng)中的突生組織網(wǎng)絡(luò)——“魯?shù)榈卣稹卑咐芯?/H1>

【摘要】：在應(yīng)急管理中,突生是一種重要的適應(yīng)機制。如何通過突生組織網(wǎng)絡(luò)提升應(yīng)急響應(yīng)的適應(yīng)能力是應(yīng)急管理研究的核心議題。本文運用突生組織網(wǎng)絡(luò)作為理論框架,采用網(wǎng)絡(luò)分析方法,以2014年8月3日發(fā)生的云南"魯?shù)榈卣?為案例,識別了災(zāi)前制度化應(yīng)急組織網(wǎng)絡(luò)和災(zāi)后實際響應(yīng)網(wǎng)絡(luò)。通過比較這兩個網(wǎng)絡(luò),本文發(fā)現(xiàn),在中國集權(quán)制政治情境下,災(zāi)害也會催生突生組織網(wǎng)絡(luò),NGO是突生組織網(wǎng)絡(luò)的構(gòu)成主體,突生組織網(wǎng)絡(luò)的功能包括搶險救援、群眾生活安置、醫(yī)療救治防疫、治安維護、新聞宣傳、社會動員。災(zāi)前的社會條件在社會價值、社會關(guān)系和資源能力三個維度上支持或限制了突生網(wǎng)絡(luò)的形成、構(gòu)成和功能發(fā)揮。目前的問題在于,突生組織網(wǎng)絡(luò)與制度化組織網(wǎng)絡(luò)之間的互動不夠充分,對突生組織網(wǎng)絡(luò)的協(xié)調(diào)還有待改進(jìn)。因此,如何在增強應(yīng)急響應(yīng)網(wǎng)絡(luò)包容性的同時確保應(yīng)急響應(yīng)網(wǎng)絡(luò)的協(xié)調(diào)效率是下一步提升應(yīng)急響應(yīng)適應(yīng)能力的關(guān)鍵。
[Abstract]:In emergency management, sudden birth is an important adaptive mechanism. How to improve the adaptability of emergency response through sudden birth organization network is the core issue of emergency management research. In this paper, sudden birth organization network is used as the theoretical framework. By using the network analysis method and taking the "Ludian earthquake" in August 3rd 2014 as an example, the paper identifies the network of emergency response before and after the disaster. By comparing the two networks, it is found that, Under the political situation of centralization in China, disasters will also give birth to sudden birth organization network NGO is the main body of sudden birth organization network. The functions of sudden birth organization network include emergency rescue, mass life resettlement, medical treatment, epidemic prevention, and public security maintenance. News propaganda, social mobilization. The social conditions before the disaster support or restrict the formation, composition and function of the sudden birth network in three dimensions: social value, social relations and resource ability. The current problem is that, The interaction between the emergent tissue network and the institutionalized organization network is not sufficient, and the coordination of the emergent tissue network needs to be improved. How to enhance the inclusiveness of the emergency response network and ensure the coordination efficiency of the emergency response network is the key to enhance the adaptability of the emergency response network.
