【摘要】：依法治國,是提高執(zhí)政能力和執(zhí)政水平,實現(xiàn)國家治理體系和治理能力現(xiàn)代化的必然要求。在依法治國的戰(zhàn)略選擇下,研究政府部門如何發(fā)揮好法治的引領和規(guī)范作用,優(yōu)化公共管理職能,轉(zhuǎn)變管理理念、管理職能、管理作風,加強權(quán)力制約和監(jiān)督,建設高效、透明的服務型政府組織,具有十分重要的意義。發(fā)展改革部門作為政府重要的宏觀調(diào)控和綜合經(jīng)濟部門,其法治機關建設水平對于整個政府部門的法治水平具有一定的代表意義。在實踐中,安徽省發(fā)展改革系統(tǒng)近年來在加快法治機關建設方面進行了有益探索,并在立法、規(guī)范性文件清理、合法性審查、行政執(zhí)法等方面取得一定成績,但在法治思維、職權(quán)法定、制度體系建設、行政決策機制、行政審批、權(quán)力監(jiān)督制約、政務公開等方面還存在一定差距和短板。本文旨在通過對發(fā)展改革系統(tǒng)法治機關建設的現(xiàn)狀、特點、存在問題和原因分析研究,力求尋找到加快法治機關建設的參考路徑,為安徽省發(fā)展改革系統(tǒng)全面依法履行政府職能、提高行政效能、當好政府參謀助手提供決(?)策參考。
[Abstract]:Governing the country according to law is the inevitable requirement to improve the governing ability and the ruling level, to realize the modernization of the national governance system and the governing ability. Under the strategic choice of governing the country according to law, the paper studies how the government departments can play the leading and normative role of the rule of law. Optimize public management functions, change management concepts, management functions, management style, strengthen power constraints and supervision, and build efficient and transparent service-oriented government organizations, As an important macro-control and comprehensive economic sector of the government, the level of the construction of the rule of law institutions has a certain representative significance for the level of the rule of law of the whole government. In recent years, the development and reform system of Anhui Province has carried on the beneficial exploration in speeding up the construction of the rule of law organ, and has made certain achievements in the aspects of legislation, normative document cleaning up, legality examination, administrative law enforcement, etc., but in the thinking of the rule of law, the power and power are legal. There are still some gaps and shortcomings in system construction, administrative decision-making mechanism, administrative examination and approval, power supervision and restriction, open government affairs and so on. This paper tries to find a reference way to speed up the construction of legal organs in order to fulfill the functions of the government in an all-round way according to law, to improve the administrative efficiency, and to be a good assistant to the government staff. ) Strategic reference.
