【摘要】：環(huán)境治理已成為政府及社會(huì)各界關(guān)注的熱門話題,將環(huán)境治理納入中國(guó)政治體制運(yùn)作的基本邏輯中,以政治學(xué)的視角評(píng)估環(huán)境政策的貫徹執(zhí)行是黨和政府在新形勢(shì)下加強(qiáng)執(zhí)政能力建設(shè)的應(yīng)有之義。在環(huán)境政治運(yùn)行的邏輯中,不變的是既有的以民主集中制為組織原則的核心政治制度,變化的則是黨—政、行政—立法、中央—地方、國(guó)家—社會(huì)四個(gè)維度的政策過(guò)程,因此有必要在政策執(zhí)行層面推動(dòng)從權(quán)威管控到有效治理的轉(zhuǎn)變,切實(shí)提升中國(guó)現(xiàn)代治理體系對(duì)環(huán)境問題的綜合治理能力。
[Abstract]:Environmental governance has become a hot topic of concern to the government and all sectors of society. Environmental governance has been brought into the basic logic of the operation of China's political system. It is necessary for the Party and government to evaluate the implementation of environmental policy from the perspective of political science in order to strengthen the construction of governing capacity under the new situation. What remains unchanged is the existing core political system with democratic centralism as the organizational principle, while the policy process in the four dimensions of party-government, executive-legislative, central-local and state-society is changing. Therefore, it is necessary to promote the transformation from authoritative control to effective governance at the level of policy implementation so as to enhance the comprehensive management ability of China's modern governance system for environmental problems.
