【摘要】：隨著社會(huì)經(jīng)濟(jì)的發(fā)展,土地資源供求矛盾日益加劇,導(dǎo)致在土地的使用和權(quán)利的調(diào)整和過(guò)程中,由于政策執(zhí)行不力、歷史遺留問(wèn)題等引發(fā)的涉土矛盾逐漸成為人們關(guān)注的焦點(diǎn)。社會(huì)轉(zhuǎn)型期各種矛盾的結(jié)合、法律制度的不健全、社會(huì)糾紛化解機(jī)制的單一等外部因素與信訪功能錯(cuò)位、制度缺陷、信訪運(yùn)行及配套機(jī)制不健全的內(nèi)因并行,都使得涉土糾紛不斷增多,導(dǎo)致涉土信訪工作局面被動(dòng)。T市涉土信訪工作現(xiàn)狀在東部地區(qū)有一定的代表性,是東部地區(qū)涉土信訪矛盾的具體體現(xiàn)。本文以T市涉土信訪工作為研究基礎(chǔ),分析涉土信訪的含義、作用、類型和受理范圍,并立足T市2012-2014年的信訪工作真實(shí)情況及典型案例研究T市涉土信訪的存在問(wèn)題,后從制度層面、群眾層面、組織層面、社會(huì)環(huán)境層面、政府工作層面分析產(chǎn)生原因并結(jié)合社會(huì)安全閥相關(guān)理論,最后從夯實(shí)制度基礎(chǔ)、加強(qiáng)干部隊(duì)伍建設(shè)強(qiáng)化輿論監(jiān)管、完善政府工作及建立心理疏導(dǎo)機(jī)制等方面提出改進(jìn)T市涉土信訪工作的對(duì)策,為周邊地區(qū)乃至全國(guó)涉土信訪問(wèn)題的解決對(duì)策提供參考。
[Abstract]:With the development of social economy, the contradiction between supply and demand of land resources is becoming more and more serious, which leads to the poor implementation of policies in the process of land use and rights adjustment. The conflicts caused by the historical problems have gradually become the focus of people's attention. The combination of various contradictions in the social transition period, the legal system is not perfect. The single external factors such as social dispute resolution mechanism and other external factors, such as the dislocation of the function of letters and visits, the defects of the system, the internal causes of the operation of letters and visits and the imperfect supporting mechanisms, all make the disputes concerning soil increase. As a result, the status quo of the letters and visits in T city is representative in the eastern region, which is the concrete embodiment of the contradiction between the letters and visits in the eastern region. This paper takes T city as the research foundation. This paper analyzes the meaning, function, type and acceptance scope of the letters and visits concerning soil, and studies the problems existing in the letters and visits of T city from 2012 to 2014, as well as the typical cases. Then from the system level, the mass level, the organization level, the social environment level, the government work level analysis causes and unifies the social safety valve correlation theory, finally from compacts the system foundation. Strengthen the construction of cadres, strengthen the supervision of public opinion, perfect the government work and establish the psychological counseling mechanism, and put forward some countermeasures to improve the work of letters and visits involving land in T City. It provides a reference for solving the problem of letters and visits in the surrounding areas and even the whole country.
