【摘要】：政府治理貫穿整個(gè)社會(huì)的發(fā)展,是一個(gè)永恒的話題,但是在不同時(shí)期政府所面對(duì)的治理問題是截然不同的,而且所要解決問題的方式方法也是不同的。網(wǎng)絡(luò)問政產(chǎn)生,是由互聯(lián)網(wǎng)技術(shù)的出現(xiàn)和基層群眾參政議政的意愿不斷的增加所帶來的產(chǎn)物。政府在執(zhí)政過程中運(yùn)用互聯(lián)網(wǎng)技術(shù)管理政府事務(wù),其核心價(jià)值不是技術(shù),而是借助技術(shù)來實(shí)現(xiàn)政府治理的優(yōu)化。網(wǎng)絡(luò)問政的出現(xiàn)很好的給基層民眾提供了一個(gè)言論自由的新空間,基層民眾能夠很好地發(fā)揮自己的公共話語權(quán),為政府和基層民眾零距離溝通提供了新的交流平臺(tái),但同時(shí)新平臺(tái)的出現(xiàn)也給政府提出了挑戰(zhàn)和機(jī)遇。增加了基層民眾的話語權(quán),但由于當(dāng)前網(wǎng)絡(luò)技術(shù)的局限性,網(wǎng)絡(luò)主體結(jié)構(gòu)還是不完整的;網(wǎng)絡(luò)主體整個(gè)過程中,都存在責(zé)任問題以及網(wǎng)絡(luò)群體問題,這些問題都是由網(wǎng)絡(luò)空間的虛擬性和匿名性引起的。這些問題的出現(xiàn),都對(duì)政府治理進(jìn)行威脅。因此,網(wǎng)絡(luò)問政的發(fā)展,網(wǎng)絡(luò)問政平臺(tái)的完善,這都是積極應(yīng)對(duì)互聯(lián)網(wǎng)時(shí)代帶來的機(jī)遇和挑戰(zhàn),也同時(shí)可以提升政府治理機(jī)制和效率。本文以網(wǎng)絡(luò)問政視野下的政府治理為切入點(diǎn),分析網(wǎng)絡(luò)問政給政府治理帶來的影響,分別從機(jī)遇和挑戰(zhàn)以及存在的問題來研究,從網(wǎng)絡(luò)問政視野下給政府治理中存在的問題,提出優(yōu)化的路徑。通過從民主制度的完善、網(wǎng)絡(luò)機(jī)制的規(guī)范化、對(duì)網(wǎng)民網(wǎng)媒科學(xué)引導(dǎo)以及法律上的保駕護(hù)航等途徑,很好的利用網(wǎng)絡(luò)問政的平臺(tái),在網(wǎng)絡(luò)問政大環(huán)境下,尋找我國政府治理創(chuàng)新的方法和途徑,目的是用網(wǎng)絡(luò)問政的形式,能夠很好地把政府建設(shè)成為真正服務(wù)型政府。
[Abstract]:The government through the development of the whole society, it is an eternal topic, but in different periods of governance problems faced by the government is completely different, but also the methods to solve the problem of the way is also different. The network governance is generated by the Internet technology and the grassroots and the masses participation in politics will continue to increase product the use of Internet technology. The government management of government affairs in the ruling process, its core value is not technology, but to achieve optimization of governance by means of technology. The network politics appears very good to the grass-roots provides a new space for freedom of speech, the grass-roots people can play a very good public discourse in its own right the government and the grassroots zero distance communication provides a new platform for the exchange, but also the emergence of new platforms for the government put forward the challenges and opportunities. To increase grassroots people The right to speak, but due to the limitation of the current network technology, the network structure is not complete; the network main body in the whole process, there are questions of liability and the network group problems, these problems are caused by the virtual and anonymous network space. The emergence of these problems are a threat to the government so. And the network of political development, improve the network asked political platform, it is positive to deal with the Internet era opportunities and challenges, but also can enhance the government's governance mechanism and efficiency. Based on the network governance from the perspective of the government asked the government as the starting point, analyses the political influence brought to the network asked the government, from the the opportunities and challenges and problems to study, from the perspective of politics to the existing problems in the governance of the government from the network, puts forward the optimization path. Through the improvement from the democratic system, the standardization of network system. Internet media scientific guidance and legal escort way, good use of the network of political platform in the network of political environment, method and way for our government governance innovation, to politics in the form of network, is able to put into the construction of the government for real service-oriented government.
