【摘要】：基于對斯里蘭卡一個海嘯侵襲后的村莊的民族志考察,本文探討了災(zāi)難管理的兩面神特質(zhì)——"仍有脆弱性,但已具彈韌性"。在海嘯災(zāi)后重建中,各種人道主義機構(gòu)與項目基于社區(qū)災(zāi)難管理理念,強調(diào)培養(yǎng)村莊的彈韌性,而其所采用的方法、視野與措施卻是極其模糊多樣的,于是在具體實踐中,不僅充滿著圍繞彈韌性和脆弱性的爭論,而且各個重建參與者對這對概念及其關(guān)系也有不同的理解與體現(xiàn)。在這樣一出"社會戲劇"中,為吸引進一步的援助,村民們努力在兩面神的"脆弱性"與"彈韌性"之中尋精巧的平衡將彈韌性的程度展演得恰如其分,以給脆弱性留以足夠余地。最后,本文強調(diào),對災(zāi)難管理中彈韌性和脆弱性的人類學(xué)討論,須將之放在地方的歷史性中去理解其多重面向,同時揭示其中包含的沖突表達與政治意涵。
[Abstract]:Based on the ethnography of a village after the tsunami in Sri Lanka, this paper discusses the two aspects of disaster management: "there is still vulnerability, but it is resilient". A variety of humanitarian agencies and projects are based on the concept of community disaster management, emphasizing the development of resilience in villages, but the methods, vision and measures are extremely fuzzy and diverse, so in practice. Not only are there debates about resilience and vulnerability, but the various reconstruction participants have different understandings and embodiments of the concept and its relationship. In such a "social drama", to attract further assistance. Villagers try to find a delicate balance between "vulnerability" and "resilience" on both sides of the coin. The degree of resilience is appropriately developed to allow enough room for vulnerability. Finally, this paper emphasizes. The anthropological discussion of resilience and vulnerability in disaster management must be placed in the context of local history to understand its multiple dimensions, while revealing the conflicting expressions and political implications involved.
