【摘要】：伴隨著經(jīng)濟(jì)全球化的大背景,中國(guó)開(kāi)始放眼世界,實(shí)行了改革開(kāi)放的政策。為了響應(yīng)鄧小平同志“發(fā)展就是硬道理”的號(hào)召,中國(guó)踏上了發(fā)展主義的道路,時(shí)至今日,“發(fā)展”已是我們時(shí)代的主旋律,這一“硬道理”毫無(wú)爭(zhēng)議地成為政府的目標(biāo)、國(guó)人的信仰和社會(huì)的共識(shí)。自從確立了以發(fā)展主義行政觀作為總方針之后,中國(guó)開(kāi)始了持續(xù)30年的高GDP增長(zhǎng),超過(guò)日本保持20年的增長(zhǎng)速度而成為神話,但是,物極必反,發(fā)展主義行政觀漸漸展露其自身的弊病,給經(jīng)濟(jì)、政治、社會(huì)以及生態(tài)環(huán)境都帶來(lái)了諸多無(wú)法忽視的問(wèn)題,為此我們進(jìn)行了病理學(xué)分析,以期找到適合的“藥方”。發(fā)展主義行政觀的癥候主要體現(xiàn)在GDP崇拜,這是一種唯利是圖主義,一切能夠拉高GDP指數(shù)的,都被我們納入到規(guī)劃中,我們的文化意識(shí)似乎越過(guò)了“要不要發(fā)展”的疑惑階段而直接進(jìn)入了對(duì)“如何發(fā)展”的終極思考。準(zhǔn)確來(lái)說(shuō),“發(fā)展主義”是一個(gè)西方舶來(lái)品,它是第二次世界大戰(zhàn)之后國(guó)際上在發(fā)展經(jīng)濟(jì)學(xué)、比較政治學(xué)及發(fā)展人類(lèi)學(xué)等領(lǐng)域出現(xiàn)的一個(gè)使用頻率極高的詞匯。這樣一個(gè)兼具現(xiàn)實(shí)特征和理論色彩的話語(yǔ)符號(hào)在我們這個(gè)以“發(fā)展”作為最高訴求的“發(fā)展中國(guó)家”自然是大有市場(chǎng)。發(fā)展主義行政觀病源我們歸結(jié)為政績(jī)合法性,一個(gè)政權(quán)想要持續(xù)霸占政治舞臺(tái)就要取得政治合法性,要想取得政治合法性就要得到人民的支持,中國(guó)在物質(zhì)極度匱乏的年代,執(zhí)政黨選擇以拉動(dòng)經(jīng)濟(jì)作為政績(jī)考核的主要標(biāo)準(zhǔn),以作為取得長(zhǎng)久合法性的路徑是時(shí)代的選擇,但是這只是政治合法性的一個(gè)方面,因此,出現(xiàn)政績(jī)合法性困局是意料之中之事。綜上所述,發(fā)展主義行政觀的療治必須改變指揮棒的方向,加強(qiáng)和改善意識(shí)形態(tài)建設(shè),以科學(xué)發(fā)展行政觀取代發(fā)展主義行政觀,完善政績(jī)考核制度,充實(shí)政治合法性的概念,逐步實(shí)現(xiàn)以GNH為主要考核指標(biāo),真正做到改善民生、為民服務(wù)。
[Abstract]:With the background of economic globalization, China began to take a broad view of the world and implemented the policy of reform and opening up. In order to respond to Comrade Deng Xiaoping's call that "development is the absolute principle," China has embarked on the road of developmentalism. Today, "development" has become the main theme of our times, and this "hard truth" has become the goal of the government without dispute. Since the establishment of the concept of developmentalist administration as the general policy, China has begun a 30-year high GDP growth. More than Japan to maintain 20 years of growth rate and become a myth, but, the development of the administrative view gradually revealed its own shortcomings, to the economy, politics. The society and ecological environment have brought many problems which can not be ignored, so we have carried on the pathology analysis, in order to find the suitable "medicine prescription". The symptom of the development doctrine administration view mainly manifests in the GDP worship. This is a kind of profit-oriented, everything that can push up the GDP index is included in our planning. Our cultural consciousness seems to have crossed the stage of doubt about whether to develop or not and directly entered into the ultimate thinking of how to develop. To be exact, "developmentalism" is a western import. It is the international development economics after the second World War. Comparative politics and developmental anthropology and other fields such as the emergence of a highly frequent use of vocabulary. Such a realistic and theoretical characteristics of the discourse symbol in our "development" as the highest appeal " Developing countries "naturally have a great market. The root cause of developmentalism administrative view is the legitimacy of political achievements." If a regime wants to continue to occupy the political arena, it must obtain political legitimacy, and if it wants to obtain political legitimacy, it must be supported by the people. China is in an era of extreme material scarcity. The ruling party choose to pull the economy as the main standard of performance assessment, as a way to achieve long-term legitimacy is the choice of the times, but this is only one aspect of political legitimacy, so. To sum up, the treatment of developmentist administrative view must change the direction of the baton and strengthen and improve the ideological construction. To replace the development administrative view with the scientific development administrative view, to perfect the political achievement appraisal system, to enrich the concept of political legitimacy, to gradually realize the GNH as the main assessment index, to truly improve the people's livelihood and to serve the people.
