【摘要】：目前我國(guó)的流浪兒童救助工作主要依靠政府救助站與非政府救助組織進(jìn)行,政府仍是救助行為的主體,政府畢竟是“有限政府”,單一的政府救助存在許多局限性。隨著經(jīng)濟(jì)社會(huì)轉(zhuǎn)型,政府職能的轉(zhuǎn)變,非政府組織已經(jīng)作為新興的社會(huì)力量,參與到公共事務(wù)中來(lái),對(duì)政府的救助職能進(jìn)行替代補(bǔ)充,但非政府組織自身也存在“志愿失靈”,它不可能獨(dú)立承擔(dān)流浪兒童救助工作。文章通過(guò)介紹云南省昆明市兒童救助保護(hù)中心對(duì)流浪兒童的救助情況,分析政府救助的優(yōu)勢(shì)和局限性；介紹云南家馨社區(qū)兒童救助中心與政府合作救助的情況,分析非政府組織參與救助的優(yōu)勢(shì)和局限性。研究后發(fā)現(xiàn),制約我國(guó)政府與非政府組織良性合作的原因主要是政府與非政府組織缺乏合作環(huán)境、政府管理體制不完善、非政府組織自身發(fā)展不足等。文章在對(duì)我國(guó)政府與非政府組織救助情況進(jìn)行分析后發(fā)現(xiàn),制約我國(guó)政府與非政府組織良性合作的原因主要是政府與非政府組織缺乏合作環(huán)境、政府管理體制不完善、非政府組織自身發(fā)展不足等。 文章總結(jié)了印度、巴西、英國(guó)三個(gè)國(guó)家在流浪兒童救助中政府與非政府組織合作的實(shí)踐經(jīng)驗(yàn),對(duì)完善流浪兒童救助中政府與非政府組織合作的進(jìn)行思考,對(duì)我省流浪兒童救助工作提出了新思路：政府應(yīng)扮演一個(gè)宏觀指引的角色,通過(guò)整合社會(huì)各方面的資源優(yōu)勢(shì),使社會(huì)力量得到合理分配,流浪兒童救助工作應(yīng)從原來(lái)單靠政府救助轉(zhuǎn)變?yōu)槿鐣?huì)共同參與的專業(yè)化、社會(huì)化救助方式。
[Abstract]:At present, the relief work of the street children in our country mainly depends on the government aid station and the non-governmental relief organization. The government is still the main body of the rescue behavior, and the government is after all the "limited government". The single government aid has many limitations. With the economic and social transformation and the transformation of government functions, non-governmental organizations, as a new social force, have participated in public affairs. The government's rescue function is replaced and supplemented, but the NGOs' own "voluntary failure" also exists. It is impossible for it to undertake the relief work of street children independently. This paper analyzes the advantages and limitations of government assistance by introducing the situation of the rescue and protection center of children in Kunming, Yunnan Province. This paper introduces the situation of the cooperation between the Jiaxin Community Children's Rescue Center and the government in Yunnan Province, analyzes the advantages and limitations of NGOs' participation in the rescue, and finds out after the study. The main reasons that restrict the benign cooperation between our government and non-governmental organizations are the lack of cooperation environment between the government and non-governmental organizations, and the imperfect government management system. The article analyzes the situation of government and non-governmental organization relief in our country, and finds out. This paper summarizes the practical experience of the cooperation between the government and the non-governmental organizations in the rescue of street children in India, Brazil and Britain, and thinks about how to improve the cooperation between the government and the non-governmental organizations in the rescue of street children. This paper puts forward a new idea for the relief work of street children in our province: the government should play a macro-guiding role and make the social power to be rationally distributed by integrating the resource advantages of all aspects of the society. The relief work for street children should be changed from government assistance alone to specialized and socialized relief mode in which the whole society participates together.
