【摘要】：改革開放的三十多年來，中國從一個落后的發(fā)展中國家一躍成為了全球第二大經(jīng)濟體，取得了令世界矚目和震驚的成就，人們物質(zhì)生活水平得到了極大的改善和提高。同取得巨大經(jīng)濟成就相比，文化領(lǐng)域的建設(shè)和發(fā)展則相對滯后，所以在大力發(fā)展經(jīng)濟的同時，必須下大力氣繁榮發(fā)展文化事業(yè)。因為文化是社會發(fā)展的重要內(nèi)容，文化發(fā)展滯后會直接制約和影響社會其它各項事業(yè)的發(fā)展，制約影響公務(wù)員素質(zhì)的提高，進而影響政府職能的發(fā)揮。 目前我國政府將工作的主要職能定位于“服務(wù)”，服務(wù)于人民，服務(wù)于社會、是政府工作的最根本內(nèi)容。如何實現(xiàn)政府職能的轉(zhuǎn)型，更好地發(fā)揮政府服務(wù)功能？公務(wù)員是政府職能的重要踐行者，能否更好地發(fā)揮政府的職能作用，實現(xiàn)政府職能轉(zhuǎn)變，首先應(yīng)該加強政府文化建設(shè)，全面提升公務(wù)員素質(zhì)。 伴隨著經(jīng)濟的快速發(fā)展，中國政府文化建設(shè)也取得了一定的成績，但同時也存在著諸多問題和局限，面對中國政府文化建設(shè)存在的問題，本文對加強和改善政府文化建設(shè)提出了一些具體措施和路徑，通過加強政府文化建設(shè)，進一步提升公務(wù)員素質(zhì)，進而更好地提高政府的工作效率，建設(shè)人民滿意的政府。 本文首先對政府文化建設(shè)和公務(wù)員素質(zhì)提升的相關(guān)課題及研究現(xiàn)狀，各種不同的思想觀點進行了歸納總結(jié)，為研究政府文化建設(shè)和公務(wù)員素質(zhì)提升問題奠定理論基礎(chǔ)；第二，從政府文化建設(shè)的角度出發(fā)，對其發(fā)展現(xiàn)狀、存在問題和形成原因進行了探索論述；第三，，從制度建設(shè)，形式內(nèi)容、價值觀等建設(shè)的角度指出今后加強政府文化建設(shè)，提升公務(wù)員素質(zhì)的有效路徑；第四，對政府文化的建構(gòu)、實施，公務(wù)員素質(zhì)培育的相關(guān)內(nèi)容進行了闡述。最后，概括性的提出今后政府文化建設(shè)工作對提升公務(wù)員素質(zhì)工作的發(fā)展和期望。
[Abstract]:Over the past 30 years of reform and opening up, China has become the second largest economy in the world from a backward developing country, and has made remarkable and shocking achievements in the world. People's material living standards have been greatly improved and improved. Compared with the great economic achievements, the construction and development of the cultural field is relatively lagging behind, so we are vigorously developing the economy at the same time. We must make great efforts to flourish and develop cultural undertakings, because culture is an important content of social development, cultural development lags behind will directly restrict and affect the development of other social undertakings, restrict the improvement of the quality of civil servants. And then affect the function of the government. At present, the main function of our government is to "serve", to serve the people, to serve the society, is the most fundamental content of government work. How to achieve the transformation of government functions. Better bring into play the function of government service? Civil servants are important practitioners of government functions. Whether they can better play the role of government functions and realize the transformation of government functions should first strengthen the construction of government culture and comprehensively improve the quality of civil servants. With the rapid development of economy, Chinese government cultural construction has also made certain achievements, but at the same time there are many problems and limitations, facing the problems of Chinese government cultural construction. This paper puts forward some concrete measures and ways to strengthen and improve the government culture construction, through strengthening the government culture construction, further improve the quality of civil servants, and then improve the efficiency of government work better. To build a government that is satisfactory to the people. First of all, this paper summarizes the related topics and research status of the government cultural construction and the improvement of the quality of civil servants, as well as the various ideas and viewpoints. It lays a theoretical foundation for the study of government cultural construction and the improvement of civil servants' quality. Second, from the point of view of government culture construction, this paper discusses the present situation, existing problems and causes of its development. Third, from the point of view of system construction, form content, values and so on, it points out the effective way to strengthen the construction of government culture and improve the quality of civil servants in the future; In 4th, the related contents of government culture construction, implementation and civil servant quality cultivation are expounded. Finally, the author puts forward the development and expectation of the government culture construction work to improve the civil servant quality work in the future.
