【摘要】：目前我國能源主要是煤炭、石油和天然氣三大類,其中煤炭占比最大,2013年達(dá)到68.4%。自19世紀(jì)中期,煤礦礦難事故頻頻發(fā)生,煤礦行業(yè)已經(jīng)成為了安全生產(chǎn)高危行業(yè)的代名詞。嚴(yán)峻性的煤礦安全生產(chǎn)形勢,在很多問題上突出反映出來,近些年來雖然規(guī)范治理煤炭行業(yè)發(fā)展的呼聲越來越高,但效果一般。究其原因,不管是從企業(yè)的管理、施工的規(guī)范程度、工人的安全防范意識,還是政府部門的監(jiān)管治理力度上都需要加強(qiáng)。此外還涉及種種其他人為不可操控性情況,規(guī)范煤炭行業(yè)亦是困難重重。但是,煤炭行業(yè)的規(guī)范與否關(guān)系到眾多人的生命,所以盡管困難重重,也要加強(qiáng)管理。政府的管理對煤炭企業(yè)的發(fā)展起到規(guī)范性的作用,減少事故發(fā)生次數(shù)、保護(hù)人民安全是政府部門義不容辭的責(zé)任。在撰寫本文時(shí),通過對政府相關(guān)部門的調(diào)查研究和分析,發(fā)現(xiàn)煤炭行業(yè)的監(jiān)管工作在許多方面存在漏洞,歸納后得到：遼寧省對煤礦企業(yè)的監(jiān)督管理目前存在著監(jiān)管機(jī)構(gòu)設(shè)置不科學(xué)、監(jiān)管缺乏規(guī)范化、安全生產(chǎn)監(jiān)管模式單一等突出問題。本文希望通過針對這些問題,分析其形成的原因,提出相應(yīng)的對策,做到完善煤炭企業(yè)的規(guī)范發(fā)展,同時(shí)希望政府職能監(jiān)管部門能夠起到自身的作用,加大對煤炭行業(yè)發(fā)展的規(guī)范管理。文章整體分為以下幾個(gè)部分：第一部分,是陳述我國煤炭行業(yè)發(fā)展現(xiàn)現(xiàn)狀,闡明在世界范圍內(nèi)煤炭行業(yè)研究方向,說明研究煤炭行業(yè)發(fā)展的原因；第二部分,是對煤炭行業(yè)一些專有名詞的解釋,并闡述監(jiān)管的概念和煤礦安全政府監(jiān)管的相關(guān)理論；第三部分,對遼寧省煤礦企業(yè)政府監(jiān)管漏洞的陳述,并分析原因；第四部分,結(jié)合國內(nèi)外對煤炭安全問題的研究,探究改變我國煤炭行業(yè)發(fā)展現(xiàn)狀的方法；第五部分,針對煤炭行業(yè)的發(fā)展,為企業(yè)與和政府監(jiān)管部門提出建議希望能有一定的幫助。
[Abstract]:At present, China's energy resources are mainly coal, oil and natural gas three categories, of which coal accounts for the largest proportion, reaching 68.4% in 2013. Since the middle of 19th century, coal mine accidents occurred frequently. The coal mine industry has become a synonym for the high-risk industry of production safety. The grim situation of coal mine safety has been highlighted on many issues. In recent years, although the voice of regulating the development of coal industry is getting higher and higher, but the effect is general. The reason is whether from the management of enterprises, the standard degree of construction, the safety awareness of workers. It is also necessary to strengthen the governance of government departments. In addition, there are a variety of other artificial uncontrollable situations, the regulation of the coal industry is also a lot of difficulties. But. The standardization of the coal industry is related to the lives of many people, so in spite of the difficulties, it is necessary to strengthen the management. The management of the government plays a normative role in the development of coal enterprises and reduces the number of accidents. It is the responsibility of the government to protect the people's safety. In writing this article, through the investigation and analysis of the relevant government departments, it is found that there are many loopholes in the supervision of the coal industry. It is concluded that the supervision and management of coal mining enterprises in Liaoning Province is not scientific and the supervision is lack of standardization. This paper hopes to analyze the causes of these problems and put forward corresponding countermeasures to improve the standard development of coal enterprises. At the same time, I hope the government function regulatory department can play its own role, increase the standard management of the coal industry development. The article is divided into the following parts as a whole: the first part is to state the present situation of the coal industry development in China. The research direction of coal industry in the world is expounded, and the reasons for the development of coal industry are explained. The second part is the explanation of some proper terms in coal industry, and expounds the concept of supervision and the relevant theory of coal mine safety government supervision. The third part, to Liaoning Province coal mine enterprise government supervision loophole statement, and analyzes the reason; Part 4th, combined with the domestic and foreign research on coal safety issues, to explore ways to change the current situation of coal industry development in China; The 5th part, for the development of coal industry, put forward suggestions for enterprises and government regulators hope to be of some help.
