A市公安局人力資源管理制度改革研究

【摘要】:隨著當前我國社會進入新的歷史時期,黨中央對深化改革工作提出了新的具體的要求。作為政府的重要組成部門,公安部根據(jù)深入調(diào)研梳理出來的內(nèi)容,提出了全面深化公安改革的1個框架意見和3個配套方案,對全面深化公安改革進行了總規(guī)劃。在這個大背景下,我區(qū)A市公安局為有效解決機關(guān)部門機構(gòu)設(shè)置過多、部門職能交叉重復(fù)、警力分布過細過散以形成合力的現(xiàn)狀,率先在全區(qū)推行了"大部制、大警種"人力資源管理制度改革工作,實現(xiàn)了提升整體能力和水平的目標。本文以公安機關(guān)人力資源管理制度改革為研究對象。文章首先介紹了公安機關(guān)人力資源管理的相關(guān)概念以及區(qū)別于其他類型的人力資源管理的特點,系統(tǒng)優(yōu)化原理、能級對應(yīng)原理、需求層次理論等理論工具,以及我國公安機關(guān)人力資源管理現(xiàn)狀。其次,通過介紹A市公安局開展"大部制、大警種"人力資源管理改革的做法、經(jīng)驗和成效,結(jié)合SWOT分析法分析其前景和可行性,總結(jié)出其中所運用的人力資源管理理論和具有普遍意義的參考價值。最后,從公共部門人力資源管理的角度出發(fā),根據(jù)人力資源管理的系統(tǒng)優(yōu)化等原理,從理論和實踐相結(jié)合的角度,對改進A市公安局人力資源管理制度改革提出聚焦系統(tǒng)優(yōu)化、堅持人本管理、建立健全激勵機制、健全培訓(xùn)體系、強化競爭觀念的改進建議。
[Abstract]:With the society of our country entering a new historical period, the CPC Central Committee has put forward new specific requirements for deepening the reform work. As an important part of the government, the Ministry of Public Security has combed out the contents according to the in-depth investigation. This paper puts forward one frame opinion and three supporting plans to deepen the public security reform in an all-round way, and carries on the general plan to deepen the public security reform in an all-round way. In order to effectively solve the problem of excessive establishment of departments and departments, overlapping of departmental functions, and excessive distribution of police forces in order to form a resultant force, the A Municipal Public Security Bureau of our district took the lead in carrying out the "large department system" in the whole region. Secondly, through the introduction of "A City Public Security Bureau" system. The practice, experience and effect of the reform of human resources management in the big police category, combined with the SWOT analysis method, to analyze its prospect and feasibility. Finally, from the perspective of human resources management in the public sector, according to the principles of human resources management system optimization. From the angle of combining theory and practice, this paper puts forward the optimization of focus system, the persistence of people-oriented management, the establishment of a sound incentive mechanism and a sound training system to improve the reform of the human resources management system of the Public Security Bureau of A city. Suggestions for improving the concept of competition.
