【摘要】：公務(wù)員管理信息公開(kāi)就是,通過(guò)對(duì)公務(wù)員管理過(guò)程中所產(chǎn)生的信息進(jìn)行公開(kāi),使公務(wù)員管理接受廣泛監(jiān)督,以維護(hù)公務(wù)員管理的公開(kāi)性、民主性。公務(wù)員管理信息公開(kāi)是對(duì)公民知情權(quán)的保障、是對(duì)《中華人民共和國(guó)公務(wù)員法》中公務(wù)員管理“公開(kāi)原則”的踐行,是對(duì)公務(wù)員管理清正廉潔的維護(hù)。對(duì)促進(jìn)我國(guó)民主法治建設(shè)有重要意義。現(xiàn)階段,我國(guó)公務(wù)員管理信息公開(kāi)散見(jiàn)于政府信息公開(kāi)中,尚未形成細(xì)化規(guī)則體系,實(shí)踐中也存在公開(kāi)不足的情況。本文用理論結(jié)合實(shí)際的方法,對(duì)公務(wù)員管理信息的公開(kāi)進(jìn)行梳理,在分析存在的問(wèn)題基礎(chǔ)上,提出完善我國(guó)公務(wù)員管理信息公開(kāi)問(wèn)題的路徑和具體措施。以解決公務(wù)員管理信息公開(kāi)不足與管理的公開(kāi)性、民主性的矛盾,滿(mǎn)足公民對(duì)公務(wù)員管理的知情權(quán)和監(jiān)督權(quán),維護(hù)公務(wù)員管理公正公平、預(yù)防公務(wù)員管理中腐敗。全文分為四部分。第一部分,交代本文研究目的、意義、國(guó)內(nèi)外研究現(xiàn)狀;第二部分,闡釋公務(wù)員管理信息公開(kāi)的相關(guān)概念。著重對(duì)公務(wù)員管理信息公開(kāi)的構(gòu)成要素進(jìn)行說(shuō)明,分析公務(wù)員管理信息的理論基礎(chǔ)、原則、功能;第三部分,總結(jié)我國(guó)公務(wù)員管理信息公開(kāi)存在的問(wèn)題及原因;第四部分,在前文分析基礎(chǔ)上,論述完善我國(guó)公務(wù)員管理信息公開(kāi)的可行對(duì)策。旨在對(duì)完善我國(guó)公務(wù)員管理信息公開(kāi)有所助力。
[Abstract]:The publicity of civil servant management information is to open the information produced in the process of civil servant management, so that the civil servant management is subject to extensive supervision, in order to maintain the openness of civil service management. Democracy. The disclosure of civil servant management information is the guarantee of citizens' right to know and the practice of the "open principle" of civil servant management in the Civil servant Law of the people's Republic of China. It is important to promote the construction of democracy and rule of law in our country. At this stage, the public information of civil servant management is scattered in the publicity of government information, but has not yet formed a detailed rule system. In practice, there is also a lack of disclosure. This paper combines the theory with the practical method to sort out the open management information of civil servants, on the basis of the analysis of the existing problems. In order to solve the contradiction between the lack of open management information of civil servants and the openness and democracy of management, this paper puts forward the path and concrete measures to perfect the issue of open management information of civil servants in our country. To meet the citizens' right to know and supervise the management of civil servants, to maintain the fairness and fairness of the management of civil servants, to prevent corruption in the management of civil servants. The full text is divided into four parts. The first part, explains the purpose and significance of this study. Present situation of domestic and foreign research; The second part explains the related concepts of the open management information of civil servants, focusing on the elements of the open management information of civil servants, and analyzes the theoretical basis, principles and functions of the management information of civil servants; The third part summarizes the problems and reasons of the open management information of civil servants in our country. Part 4th, on the basis of the previous analysis, discusses the feasible countermeasures to improve the disclosure of management information of civil servants in China, aiming at helping to improve the disclosure of management information of civil servants in China.
