【摘要】：正標(biāo)題,是我國公文格式的重要要素和必備的“指定項目”①,1955年首次被正式規(guī)定為機關(guān)公文的格式要素,②它將原來散見于公文首頁不同位置的“發(fā)文機關(guān)”、“事由”和“文種”用一個介詞結(jié)構(gòu)集于一體,“構(gòu)成以文種為中心詞,以發(fā)文機關(guān)名稱和事由為限定修飾成分的偏正詞組,”③此后有關(guān)公文寫作的研究將這類標(biāo)題的寫法總結(jié)為“三要素”的固定模式。 一、有正式眉首的公文不需要“三要素”標(biāo)題 公文標(biāo)題的“三要素”并非不可分割的整體,其重要程度存在差異,可以也應(yīng)該根據(jù)不同情況進行
