【摘要】：正 調(diào)研信息部門是各級銀行的綜合部門之一,是貫徹執(zhí)行金融方針政策的傳道反饋中樞,是行長指揮和協(xié)調(diào)工作的參謀助手。調(diào)研信息工作也是一門科學(xué),有其內(nèi)在的規(guī)律性和科學(xué)性,要真正作出成效,必須認(rèn)真處理好以下六個(gè)關(guān)系: (一)務(wù)虛與務(wù)實(shí)的關(guān)系。對調(diào)查研究,人們普遍認(rèn)為是務(wù)虛的彈性工作,是純理論研究。說明脫離實(shí)際的調(diào)查研究(或曰研究而研究)給人們造成的習(xí)慣印象�？茖W(xué)的調(diào)研工作,其特點(diǎn)應(yīng)是理論與實(shí)踐相結(jié)合,在理論和政策指導(dǎo)下以務(wù)實(shí)為主。理由很明了: 1.是由研究對象決定的。黨中央、國務(wù)院一級的研究中心,其工作重心是為宏觀決策服務(wù)的;省、總行一級研究部門才接近中觀,而地、市分行級重在微觀研究。 2.調(diào)研部門的職能(或曰使命)決定了,必須為各級領(lǐng)導(dǎo)決策提供可以選擇的、實(shí)際可操作的方案。 3.受研究者地位、閱歷、水平所限,難以掌握全局性的情況和全面的信息資料。簡而言之,存在決定意識。我們必須把調(diào)
