【摘要】：行政管理人員的素質(zhì)關(guān)系到行政管理績效,直接影響到行政管理現(xiàn)代化的進(jìn)程。對行政管理人員綜合素質(zhì)進(jìn)行科學(xué)評價是提高行政管理水平的基礎(chǔ)工作。因此,研究行政管理現(xiàn)代化及行政管理人員綜合素質(zhì)評價指標(biāo)體系、評價方法,建立科學(xué)合理、操作性較強的行政管理人員綜合素質(zhì)評價指標(biāo)體系,已成為各級領(lǐng)導(dǎo)和組織人事部門急需解決的重要課題。本文通過對行政管理人員綜合素質(zhì)進(jìn)行系統(tǒng)分析,運用系統(tǒng)工程知識和模糊分析設(shè)計方法,建立了行政管理人員綜合素質(zhì)評價指標(biāo)體系和多因素模糊綜合評判決策模型,利用模糊綜合評判的方法對行政管理人員綜合素質(zhì)進(jìn)行評價,較好地解決了類似模糊決策的問題,為確定行政管理人員綜合素質(zhì)提供了科學(xué)依據(jù)。
[Abstract]:The quality of administrative personnel is related to the performance of administrative management and directly affects the process of modernization of administrative management. Scientific evaluation of the comprehensive quality of administrative personnel is the basic work to improve the level of administrative management. Therefore, it is necessary to study the evaluation index system of administrative modernization and the comprehensive quality of administrative personnel, to establish a scientific and reasonable index system for evaluating the comprehensive quality of administrative personnel, and to establish an evaluation index system of administrative personnel's comprehensive quality. Has become the leadership at all levels and the organization personnel department urgently needs to solve the important topic. Based on the systematic analysis of the comprehensive quality of the administrative personnel and the application of the system engineering knowledge and the method of fuzzy analysis and design, the evaluation index system of the comprehensive quality of the administrative personnel and the decision model of the multi-factor fuzzy comprehensive evaluation are established in this paper. Using the method of fuzzy comprehensive evaluation to evaluate the comprehensive quality of administrative personnel, the problem similar to fuzzy decision is solved well, which provides a scientific basis for determining the comprehensive quality of administrative personnel.
