農(nóng)村商業(yè)銀行流程銀行建設(shè)研究

【摘要】:銀行業(yè)務(wù)流程再造是流程銀行建設(shè)最核心的內(nèi)容,它是企業(yè)流程再造在商業(yè)銀行的具體運(yùn)用和深入推廣,西方各大商業(yè)銀行通過(guò)流程銀行建設(shè),研究設(shè)計(jì)出全新的運(yùn)營(yíng)模式,將商業(yè)銀行的各項(xiàng)業(yè)務(wù)流程重新梳理,內(nèi)部管理層級(jí)重新設(shè)置,使得辦事效益和經(jīng)營(yíng)業(yè)績(jī)得到顯著提升,為其自身創(chuàng)造了巨大的發(fā)展空間和新的利潤(rùn)增長(zhǎng)點(diǎn)。我國(guó)的各大商業(yè)銀行自2005年開(kāi)始,依照銀監(jiān)部門(mén)相關(guān)文件的指引,借鑒國(guó)外先進(jìn)理念,陸續(xù)開(kāi)展對(duì)流程銀行建設(shè)的探索工作,優(yōu)化業(yè)務(wù)流程,建立健全制度流程體系,通過(guò)對(duì)市場(chǎng)進(jìn)行調(diào)研,劃分成不同的客戶群體,開(kāi)展針對(duì)性的營(yíng)銷工作,通過(guò)全面開(kāi)展流程銀行建設(shè)打造出全新的運(yùn)營(yíng)模式,持續(xù)提升其核心競(jìng)爭(zhēng)力。本文通過(guò)研究國(guó)內(nèi)外流程銀行建設(shè)的先進(jìn)理念和實(shí)踐分析出發(fā),借鑒其成功的思路和經(jīng)驗(yàn),并對(duì)我國(guó)農(nóng)村商業(yè)銀行的當(dāng)前的現(xiàn)狀做了深入的調(diào)查和研究,農(nóng)村商業(yè)銀行主要由原來(lái)的農(nóng)村信用合作社、農(nóng)村合作銀行改革演化而來(lái),網(wǎng)點(diǎn)主要分布在農(nóng)村和城鄉(xiāng)結(jié)合部,面臨的客戶群體大多是農(nóng)民和個(gè)體工商戶,農(nóng)村商業(yè)銀行在組織管理、業(yè)務(wù)操作流程、內(nèi)部控制能力和營(yíng)銷服務(wù)力度方面都與其他已經(jīng)進(jìn)行流程銀行建設(shè)的股份制商業(yè)銀行有著非常大的差距。本文以農(nóng)村商業(yè)銀行特有的業(yè)務(wù)領(lǐng)域和服務(wù)對(duì)象為出發(fā)點(diǎn),結(jié)合我國(guó)農(nóng)村商業(yè)銀行的實(shí)際經(jīng)營(yíng)和管理狀況,以HX農(nóng)商銀行為例,運(yùn)用SWOT綜合分析法,明確自己的存在的優(yōu)、劣勢(shì),分析當(dāng)前面對(duì)的機(jī)遇和挑戰(zhàn),確定自己的戰(zhàn)略目標(biāo),并將戰(zhàn)略目標(biāo)進(jìn)行細(xì)化分解,制定出符合業(yè)務(wù)發(fā)展的應(yīng)對(duì)策略,進(jìn)一步提煉出適合農(nóng)商銀行現(xiàn)狀的發(fā)展戰(zhàn)略的實(shí)施路徑,試圖為農(nóng)村商業(yè)銀行在流程銀行建設(shè)的具體實(shí)踐提供指導(dǎo)性的框架。流程銀行建設(shè)是一項(xiàng)非常繁雜的系統(tǒng)工程,希望本文能夠幫助農(nóng)村商業(yè)銀行快速推動(dòng)流程銀行建設(shè)進(jìn)程,使農(nóng)村商業(yè)銀行能夠減少管理層級(jí)、優(yōu)化操作流程,加強(qiáng)風(fēng)險(xiǎn)管控、提升核心競(jìng)爭(zhēng)能力。
[Abstract]:Bank business process reengineering is the core content of process bank construction. It is the concrete application and promotion of business process reengineering in commercial bank. By rearranging the business processes of commercial banks and re-setting the internal management levels, the efficiency and operating performance of commercial banks have been significantly improved, which has created a huge development space and a new profit growth point for themselves. Since 2005, the major commercial banks of our country, according to the guidance of the relevant documents of the banking supervision department and drawing on the advanced ideas from abroad, have carried out the exploration of the construction of the process bank one after another, optimizing the business process and establishing and perfecting the system process system. Through the investigation of the market, divided into different customer groups, targeted marketing work, through the overall development of process banking to create a new operation model, continuously improve its core competitiveness. Based on the analysis of the advanced ideas and practices of the construction of process banks at home and abroad, this paper draws on its successful ideas and experiences, and makes a deep investigation and study on the current situation of the rural commercial banks in China. Rural commercial banks have mainly evolved from the original rural credit cooperatives and rural cooperative banks. The network is mainly distributed in rural and urban-rural areas, and most of the customer groups facing them are farmers and individual industrial and commercial households. Rural commercial banks have a very big gap with other joint-stock commercial banks which have been constructed in the aspects of organization management business operation process internal control ability and marketing service. This paper takes the special business field and service object of rural commercial bank as the starting point, combining with the actual management and management of rural commercial bank in our country, taking HX rural commercial bank as an example, using SWOT comprehensive analysis method to make clear the advantages of its own existence. Weaknesses, analysis of the current opportunities and challenges, determine their own strategic objectives, and the strategic objectives of the detailed decomposition, to formulate a business development in line with the response strategy, Further refining the implementation path of the development strategy suitable for the current situation of rural commercial banks, trying to provide a guiding framework for the concrete practice of rural commercial banks in the construction of process banks. Process bank construction is a very complicated system engineering. I hope this paper can help the rural commercial bank to promote the process of process bank construction quickly, so that the rural commercial bank can reduce the management level, optimize the operation process, and strengthen the risk control. Enhance the core competitiveness.
