【摘要】：中國不僅"未富先老",而且是老齡人口最多的國家。如何滿足日趨龐大的老齡人口,尤其是中低收入者的多樣化、多層次服務(wù)需求,是中國推進(jìn)包容性發(fā)展中的一大社會(huì)問題。當(dāng)前,中國市場化、營利性老齡服務(wù)產(chǎn)業(yè)發(fā)展很不充分,社會(huì)化、非營利性老齡服務(wù)嚴(yán)重短缺,保障性、公共老齡服務(wù)效率亟待提高。旨在解決社會(huì)問題,但按普通企業(yè)方式運(yùn)營的社會(huì)企業(yè),采取獨(dú)特的營銷組合,可以為中低收入者提供負(fù)擔(dān)得起的老齡服務(wù),這在國內(nèi)外都有不少實(shí)踐與探索。因此,中國不僅需要對市場化老齡服務(wù)產(chǎn)業(yè)實(shí)行非禁即入、強(qiáng)化監(jiān)管的寬松政策,更要構(gòu)筑起促進(jìn)社會(huì)企業(yè)規(guī)范有序快速發(fā)展的法治環(huán)境;同時(shí),則應(yīng)創(chuàng)新供給機(jī)制,運(yùn)用政府采購的牽引作用,更加高效地實(shí)現(xiàn)公共老齡服務(wù)的兜底保障功能。
[Abstract]:China is not only old before it is rich, but also the country with the largest number of elderly people. How to meet the diversified and multi-level service demand of the aging population, especially those with low and middle income, is a major social problem in promoting inclusive development in China. At present, the development of market-oriented, for-profit service industry for the aged in China is very inadequate, socialization, serious shortage of non-profit services for the aged, guarantee, and the efficiency of public services for the elderly need to be improved urgently. The purpose is to solve the social problems, but the social enterprises operating according to the ordinary enterprise mode, adopt the unique marketing mix, can provide affordable aging service for the low- and middle-income people, this has a lot of practice and exploration at home and abroad. Therefore, China should not only implement the policy of not banning the market-oriented service industry for the aged, but also strengthen the loose policy of supervision, and build a legal environment to promote the orderly and rapid development of social enterprises, and at the same time, it should innovate the supply mechanism. Use the traction of government procurement, more efficient implementation of public services for the elderly to cover the bottom of the protection function.
