基于運(yùn)到時限的運(yùn)輸計劃編制關(guān)鍵技術(shù)研究

【摘要】:由于運(yùn)輸環(huán)境的限制,我國鐵路貨物運(yùn)輸理念一直以最大程度利用鐵路運(yùn)輸能力作為鐵路運(yùn)輸?shù)幕A(chǔ),以充分保障國家和社會對于運(yùn)輸?shù)男枨。近年?隨著鐵路基礎(chǔ)設(shè)施的大幅度建設(shè),公路、民航、水運(yùn)的快速發(fā)展以及經(jīng)濟(jì)形勢的轉(zhuǎn)變,鐵路貨物運(yùn)輸?shù)倪\(yùn)力逐步得到釋放。然而,釋放出的運(yùn)力并沒有很好的參與到市場競爭中,鐵路運(yùn)輸?shù)氖袌龇蓊~逐漸被其他運(yùn)輸方式所蠶食,傳統(tǒng)貨物運(yùn)輸理念已經(jīng)在市場經(jīng)濟(jì)運(yùn)輸體系中顯現(xiàn)了頹勢。其中,在與其他運(yùn)輸方式在市場競爭中,不完善的貨物運(yùn)到時限體系展現(xiàn)出了明顯的劣勢,雖然現(xiàn)在已經(jīng)實(shí)施了快捷貨物運(yùn)輸方案,但由于缺少整體規(guī)劃,以及對于運(yùn)輸市場劃分不夠細(xì)致,使得效果并不是十分理想。本文旨在通過用客觀、科學(xué)的方法,通過分析現(xiàn)有運(yùn)輸組織和運(yùn)輸計劃不足的地方,再結(jié)合國外運(yùn)輸計劃改革成功經(jīng)驗(yàn),從我國貨物運(yùn)輸實(shí)際以及未來基礎(chǔ)設(shè)施建設(shè)趨勢和相關(guān)國家政策,探索、發(fā)現(xiàn)適合我國國情和路情的基于運(yùn)到時限的運(yùn)輸計劃編制體系。本文在基于運(yùn)到時限的基礎(chǔ)上,對鐵路貨物運(yùn)輸計劃編制方法進(jìn)行了研究分析,提出了以基本計劃為基礎(chǔ),以實(shí)施計劃為調(diào)節(jié),以調(diào)度指揮為保障的多層次運(yùn)輸計劃編制體系。基于運(yùn)到時限的貨物運(yùn)輸理念就是以客戶的運(yùn)到時限需求為運(yùn)輸基礎(chǔ),合理運(yùn)用運(yùn)力資源以最大限度的滿足客戶需求,使鐵路貨物運(yùn)輸現(xiàn)狀從被動生產(chǎn)化轉(zhuǎn)為主動營銷,順應(yīng)市場經(jīng)濟(jì)運(yùn)輸變化。本文在分析現(xiàn)狀的基礎(chǔ)上,分析當(dāng)前運(yùn)輸計劃體系與運(yùn)到時限需求的不足,最后提出全新的基于運(yùn)到時限理念運(yùn)輸計劃編制體系。相信通過本文的研究,對我國運(yùn)到時限運(yùn)輸理念的完善,適應(yīng)鐵路貨物運(yùn)輸市場化競爭具有一定的參考意義。
[Abstract]:Due to the restriction of transportation environment, the concept of railway freight transportation in China has been based on the maximum utilization of railway transport capacity, in order to fully guarantee the demand of the country and society for transportation. In recent years, with the construction of railway infrastructure, the rapid development of highway, civil aviation and water transportation and the change of economic situation, the capacity of railway freight transportation has been gradually released. However, the released transportation capacity does not participate in the market competition very well. The market share of railway transportation is gradually eroded by other modes of transportation. The traditional freight transport concept has shown a declining trend in the market economy transportation system. Among them, in competition with other modes of transport in the market, the imperfect system of goods delivery time shows obvious disadvantages. Although the express freight transport program has been implemented now, but because of the lack of overall planning, And for the transport market division is not detailed enough, so that the effect is not very ideal. The purpose of this paper is to combine the successful experiences of foreign countries with the reform of transportation plan by analyzing the existing transportation organization and the lack of transportation plan by using objective and scientific methods. Based on the actual situation of China's freight transportation, the trend of infrastructure construction in the future and the relevant national policies, it is found that the transportation planning system based on the time limit of transportation is suitable for our country's national conditions and road conditions. Based on the time limit of transportation, this paper studies and analyzes the method of railway freight transportation planning, and puts forward a multi-level transportation planning system based on the basic plan, the implementation plan as the adjustment, and the dispatch and command as the guarantee. The concept of freight transportation based on the time limit is based on the customer's demand of the time limit, the rational use of capacity resources to meet the needs of customers to maximize, so that the current situation of railway freight transport from passive production to active marketing. Comply with market economy transportation change. Based on the analysis of the present situation, this paper analyzes the deficiency of the current transportation planning system and the demand of the time limit, and finally puts forward a new transportation plan system based on the concept of the shipping time limit. It is believed that the research in this paper will have some reference significance for the perfection of the concept of transportation in time limit and the adaptation to the market competition of railway freight transportation.
