鐵嶺銀行綜合積分系統(tǒng)項(xiàng)目外包風(fēng)險管理研究

【摘要】:近年來,隨著各商業(yè)銀行紛紛將業(yè)務(wù)重心轉(zhuǎn)向零售業(yè)務(wù),銀行零售業(yè)務(wù)的發(fā)展不斷壯大,市場競爭愈加激烈,各家銀行更是史無前例地加大了零售業(yè)務(wù)的市場營銷力度。其中,圍繞客戶綜合積分系統(tǒng)項(xiàng)目的嘗試與應(yīng)用得到了積極的創(chuàng)新與發(fā)展。在鐵嶺銀行以客戶為中心的零售業(yè)務(wù)營銷戰(zhàn)略中,綜合積分系統(tǒng)項(xiàng)目的建設(shè)不僅對鐵嶺銀行零售客戶精準(zhǔn)營銷策略具有促進(jìn)作用,也有利于鐵嶺銀行營銷費(fèi)用的標(biāo)準(zhǔn)化管理,有利于促進(jìn)營銷資源的合理使用與分配,以便于起到對各項(xiàng)零售業(yè)務(wù)進(jìn)一步推廣的作用。目前鐵嶺銀行業(yè)務(wù)覆蓋區(qū)域內(nèi)同類型產(chǎn)品尚屬空白,鐵嶺銀行應(yīng)把握市場先機(jī),盡快推出綜合積分系統(tǒng),掌握優(yōu)質(zhì)客戶資源,快速占有市場,進(jìn)一步提升鐵嶺銀行的品牌知名度。綜合積分系統(tǒng)對于提高銀行產(chǎn)品競爭力,擴(kuò)大品牌知名度至關(guān)重要,但鐵嶺銀行在綜合積分系統(tǒng)項(xiàng)目的開發(fā)建設(shè)中面臨多重困難,需委托社會中專門從事金融服務(wù)行業(yè)的企業(yè)進(jìn)行外包處理,最終實(shí)現(xiàn)提高核心競爭力、規(guī)避業(yè)務(wù)風(fēng)險、控制成本及實(shí)現(xiàn)專業(yè)化戰(zhàn)略等目標(biāo)。然而金融服務(wù)外包是一把“雙刃劍”,在給鐵嶺銀行帶來好處的同時,也帶來了不可避免的風(fēng)險,因此如何識別和控制金融服務(wù)外包風(fēng)險是商業(yè)銀行面臨的重要課題。論文以項(xiàng)目風(fēng)險管理理論為指導(dǎo)依據(jù),以鐵嶺銀行綜合積分系統(tǒng)項(xiàng)目為研究對象,對其金融服務(wù)外包的風(fēng)險管理展開了全面的研究。首先通過現(xiàn)階段先進(jìn)的風(fēng)險管理、項(xiàng)目管理以及金融業(yè)務(wù)外包風(fēng)險領(lǐng)域的研究理論,充分依據(jù)鐵嶺銀行的綜合積分系統(tǒng)業(yè)務(wù)外包的實(shí)際情況,對現(xiàn)階段的積分外包業(yè)務(wù)進(jìn)行概述,并論述了金融服務(wù)外包的優(yōu)點(diǎn)與缺點(diǎn);其次,通過運(yùn)用多種項(xiàng)目管理方法,從銀行內(nèi)部及外部進(jìn)行風(fēng)險因素的識別,然后運(yùn)用風(fēng)險矩陣法對識別出的風(fēng)險因素進(jìn)行系統(tǒng)度量,從分析單個風(fēng)險因素的重要性和整體風(fēng)險的大小著手進(jìn)行風(fēng)險評估;再次,通過指出綜合積分系統(tǒng)項(xiàng)目外包風(fēng)險控制的總體目標(biāo)和原則,在項(xiàng)目外包風(fēng)險評估的基礎(chǔ)上,設(shè)計出包括對風(fēng)險的識別、評估和控制領(lǐng)域?qū)?yīng)的管控方法和方案;最終從技術(shù)、組織、質(zhì)量制度領(lǐng)域方面提供保障和支持,具體給出鐵嶺銀行綜合積分系統(tǒng)項(xiàng)目外包風(fēng)險控制方案實(shí)施措施。本文力求能夠在一定程度上幫助金融機(jī)構(gòu)合理識別、規(guī)避和控制金融服務(wù)外包風(fēng)險,使研究問題具有較好實(shí)用價值,為金融機(jī)構(gòu)制定項(xiàng)目外包戰(zhàn)略提供參考,為金融機(jī)構(gòu)項(xiàng)目外包風(fēng)險管理工作提供實(shí)用而有效的管理模式,為外包服務(wù)的風(fēng)險管理給予科學(xué)的研究,逐步的提升風(fēng)險管理的效果和能力,從而推進(jìn)我國金融服務(wù)外包業(yè)務(wù)的健康有序發(fā)展。
[Abstract]:In recent years, with the commercial banks have shifted their business focus to retail business, the development of bank retail business is growing, the market competition is becoming more and more fierce, and each bank has increased the marketing intensity of retail business in an unprecedented way. Among them, the attempt and application around the customer integrated integral system project has been actively innovated and developed. In the marketing strategy of Tieling Bank's customer-centered retail business, the construction of the integrated integral system project not only promotes the precise marketing strategy of Tieling Bank retail customers, but also contributes to the standardized management of the marketing expenses of Tieling Bank. It is helpful to promote the rational use and distribution of marketing resources so as to further promote the retail business. At present, the same type of products in the business coverage area of Tieling Bank are still blank. Tieling Bank should grasp the market opportunity, launch a comprehensive integral system as soon as possible, master high-quality customer resources, and quickly occupy the market. Further enhance the brand awareness of Tieling Bank. The integrated integral system is very important to improve the competitiveness of bank products and expand the brand popularity. However, Tieling Bank faces many difficulties in the development and construction of the integrated integral system project. It is necessary to entrust the enterprises specialized in the financial service industry to deal with outsourcing so as to achieve the goal of improving the core competitiveness avoiding business risks controlling costs and realizing the specialized strategy. However, financial service outsourcing is a "double-edged sword", which not only brings benefits to Tieling Bank, but also brings unavoidable risks. Therefore, how to identify and control the risks of financial service outsourcing is an important issue facing commercial banks. Based on the project risk management theory and the integrated integral system project of Tieling Bank, this paper makes a comprehensive study on the risk management of financial service outsourcing. First of all, through the advanced risk management, project management and financial business outsourcing risk research theory, fully based on the Tieling Bank's integrated integral system outsourcing of the actual situation. This paper summarizes the integral outsourcing business at the present stage, and discusses the advantages and disadvantages of financial service outsourcing. Secondly, through the use of various project management methods, the risk factors are identified from inside and outside the bank. Then using the risk matrix method to measure the identified risk factors systematically, from the analysis of the importance of individual risk factors and the size of the overall risk for risk assessment; again, Through pointing out the overall goal and principle of risk control of integrated integral system project outsourcing, on the basis of risk assessment of project outsourcing, the corresponding control methods and schemes in the field of risk identification, evaluation and control are designed, and finally, the corresponding control methods and schemes in the field of risk identification, evaluation and control are designed. Organization and support in the field of quality system. The implementation measures of outsourced risk control scheme for Tieling bank integrated integral system project are given in detail. This paper tries to help financial institutions to identify, avoid and control the risks of financial service outsourcing to a certain extent, so that the study of the problem has a better practical value, and provide a reference for financial institutions to formulate project outsourcing strategy. To provide a practical and effective management model for the outsourcing risk management of financial institutions, to provide scientific research for the risk management of outsourcing services, and to gradually enhance the effectiveness and ability of risk management. So as to promote the healthy and orderly development of financial services outsourcing business in China.
