【摘要】：伴隨著國家經(jīng)濟的高速發(fā)展,國家把發(fā)展的重心更多的放到城市和新農(nóng)村環(huán)境建設的問題上。許多省市為了響應國家號召,把農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的重點放在苗木花卉產(chǎn)業(yè)上。不斷擴大園林綠化苗木的面積,從而使得我國的園林苗木需求旺盛。雖然目前我國苗木產(chǎn)業(yè)的足夠重視,但全國綠化苗木產(chǎn)業(yè)仍然存在一些共同的問題,如苗木總量過剩,大規(guī)格苗木短缺,區(qū)域種植品種不合理,結(jié)構(gòu)性、階段性過剩,在苗木市場上頻繁出現(xiàn)。由此可見,苗木產(chǎn)業(yè)的發(fā)展雖然前景良好,但現(xiàn)狀不容樂觀。筆者的家鄉(xiāng)在蕪湖市清水鎮(zhèn),這里曾經(jīng)是安徽第一苗木市場,但是現(xiàn)在卻越來越沉寂,鑒于此種情況,作者從實際出發(fā),對清水鎮(zhèn)苗木生產(chǎn)現(xiàn)狀進行了認真而詳細的調(diào)查。通過總結(jié)和分析其現(xiàn)狀,發(fā)現(xiàn)清水鎮(zhèn)苗木產(chǎn)業(yè)具有優(yōu)越的自然條件、獨特的區(qū)域優(yōu)勢、較好的社會經(jīng)濟基礎、較長的苗木種植經(jīng)營歷史和良好的苗木產(chǎn)業(yè)基礎等。但是也存在著苗木種植規(guī)�；�、土地流轉(zhuǎn)成本大、苗木產(chǎn)業(yè)鏈功能不完善、基礎設施差、市場流通體系不健全、品種創(chuàng)新與技術支撐不夠等不足。針對這些情況,本文從生產(chǎn)、市場、科研、管理、政府五個方面提出了幾點建議與對策：一、調(diào)整種植規(guī)模,建立相應的苗木生產(chǎn)合作社；二、積極開展土地流轉(zhuǎn),提高規(guī)模化、標準化水平；三、延伸花木產(chǎn)業(yè)鏈,加強花木市場、營銷網(wǎng)絡、分銷渠道和花木專業(yè)物流建設；四、建設一個具有區(qū)域影響力和輻射了的的苗木交易市場、建設現(xiàn)代化苗木交易服務信息平臺以及專業(yè)的社會化管理體系；五、通過健全產(chǎn)業(yè)發(fā)展環(huán)境、組織管理保障、產(chǎn)業(yè)政策保障等措施來發(fā)展與振興清水鎮(zhèn)的苗木產(chǎn)業(yè)。
[Abstract]:With the rapid development of the national economy, the state has placed more emphasis on urban and new rural environmental construction. In order to respond to the call of the state, The emphasis of the adjustment of the rural industrial structure is on the seedling and flower industry. The area of landscaping seedlings has been continuously expanded, which has made the demand for garden seedlings strong in our country. Although at present, enough attention has been paid to the seedling industry in our country. However, there are still some common problems in the national greening seedling industry, such as the oversupply of the total amount of seedlings, the shortage of large scale seedlings, the unreasonable regional planting varieties, the structural and periodic excess, and the frequent emergence of these problems in the seedling market. Although the development prospect of seedling industry is good, the present situation is not optimistic. My hometown is in Qingshui Town, Wuhu City, where it was the first seedling market in Anhui, but now it is becoming more and more silent. In view of this situation, the author proceeds from reality. This paper makes a serious and detailed investigation on the present situation of seedling production in Qingshui Town. By summing up and analyzing the present situation, it is found that the seedling industry of Qingshui Town has superior natural conditions, unique regional advantages, and better social and economic basis. It has a long history of seedling planting management and a good foundation of seedling industry. However, there are also low scale seedling planting, large land transfer cost, imperfect function of seedling industry chain, poor infrastructure, imperfect market circulation system, etc. This paper puts forward some suggestions and countermeasures from five aspects of production, market, scientific research, management and government: first, adjust the scale of planting, set up the corresponding seedling production cooperative; Second, actively carry out land circulation, improve the level of scale and standardization; third, extend the flowers and trees industry chain, strengthen the flower market, marketing network, distribution channels and specialized logistics construction of flowers and trees; fourth, To build a regional influential and radiated seedling trading market, to build a modern nursery stock trading service information platform and a specialized socialized management system; fifthly, to organize and guarantee the management by improving the industrial development environment, Industrial policy guarantee and other measures to develop and revitalize the seedling industry in Qingshui Town.
