基于分布式電源發(fā)展的縣區(qū)級(jí)供電企業(yè)風(fēng)險(xiǎn)管理研究

【摘要】:電力是我國(guó)國(guó)民經(jīng)濟(jì)的支柱性產(chǎn)業(yè),直接關(guān)聯(lián)著國(guó)家經(jīng)濟(jì)發(fā)展和人民群眾生活的各個(gè)方面。國(guó)家電網(wǎng)公司下屬的縣區(qū)級(jí)供電企業(yè)作為電網(wǎng)企業(yè)最基層的組織,是直接面向用戶的服務(wù)窗口,也是整個(gè)供電鏈的終極出口,其風(fēng)險(xiǎn)程度和對(duì)風(fēng)險(xiǎn)的管控能力不僅為電網(wǎng)公司自身所關(guān)注,同時(shí)也是用電企業(yè)和整個(gè)社會(huì)大眾所關(guān)心的問題。經(jīng)過多年的探索與發(fā)展,縣級(jí)供電企業(yè)在電網(wǎng)、設(shè)備和人身安全的風(fēng)險(xiǎn)管控能力有了質(zhì)的飛躍。然而,隨著我國(guó)一次性能源緊缺狀態(tài)的日益嚴(yán)重,太陽能、風(fēng)能、潮汐等各種可再生清潔能源逐步并入電網(wǎng),這些分布式電源(Distributed Generation, DG)往往分散在配電網(wǎng)的負(fù)荷側(cè),容量在數(shù)千瓦至數(shù)十兆瓦之間,無疑對(duì)供電企業(yè)的安全生產(chǎn)帶來了新的隱患,這是以往縣區(qū)級(jí)供電企業(yè)風(fēng)險(xiǎn)管控體系的盲點(diǎn)。本文運(yùn)用系統(tǒng)的風(fēng)險(xiǎn)管理基本理論和方法,對(duì)基于分布式電源(DG)發(fā)展的縣區(qū)級(jí)供電企業(yè)風(fēng)險(xiǎn)管理工作展開研究。通過介紹國(guó)網(wǎng)寧波北侖供電公司現(xiàn)階段分布式電源(DG)狀態(tài)下的安全生產(chǎn)新的特點(diǎn),分析其輸電、供電、調(diào)度、營(yíng)銷、生產(chǎn)管理各個(gè)環(huán)節(jié)存在的風(fēng)險(xiǎn)源,并對(duì)這些風(fēng)險(xiǎn)進(jìn)行辨識(shí)和評(píng)估,提出基于分布式電源快速發(fā)展下風(fēng)險(xiǎn)管控理論在企業(yè)生產(chǎn)實(shí)踐中的具體應(yīng)用和實(shí)施方法,供縣區(qū)級(jí)供電企業(yè)在安全管理工作中借鑒,從而為企業(yè)本質(zhì)安全的提升提供支撐。
[Abstract]:Electric power is the pillar industry of our national economy, which is directly related to the national economic development and all aspects of the people's life. The county and district power supply enterprises under the State Grid Company are the most basic organizations of the power grid enterprises. It is a direct service window for users, and it is also the ultimate export of the whole power supply chain. The degree of risk and the ability of risk control are not only concerned by the power grid companies themselves. After years of exploration and development, county-level power supply enterprises have made a qualitative leap in the power grid, equipment and personal safety risk management. However, With the increasing shortage of one-off energy in China, solar, wind, tidal and other renewable clean energy gradually merged into the power grid, these distributed generation (DGG) are often scattered in the load side of the distribution network. The capacity is between several kilowatts and tens of megawatts, which undoubtedly brings a new hidden danger to the safety production of power supply enterprises, which is the blind spot of the risk management system of power supply enterprises at county and district level in the past. This paper applies the basic theory and method of systematic risk management. This paper studies the risk management of power supply enterprises at county and district level based on the development of distributed power supply (DG). By introducing the new characteristics of safety production under the condition of DGG in Ningbo Beilun Power supply Company, the transmission and power supply are analyzed. The risk sources of scheduling, marketing and production management are identified and evaluated, and the concrete application and implementation method of risk control theory based on the rapid development of distributed power supply in enterprise production practice are put forward. For the county level power supply enterprises in safety management for reference, so as to provide support for the improvement of the essential safety of enterprises.
