【摘要】：吉林省政務(wù)微博從2011年首家政務(wù)微博孤軍上線，到目前5255家政務(wù)微博在網(wǎng)絡(luò)齊發(fā)政力，已成為吉林省各級(jí)政府部門把脈社會(huì)輿情、服務(wù)百姓生活的新平臺(tái)。雖然近幾年發(fā)展迅速，但由于沒(méi)有統(tǒng)一的規(guī)范，導(dǎo)致吉林省政務(wù)微博在名稱、內(nèi)容、運(yùn)行機(jī)制、運(yùn)營(yíng)手段等方面存在一定的問(wèn)題，這些問(wèn)題不僅影響了政務(wù)微博的應(yīng)用，也制約了政務(wù)微博的健康發(fā)展。為此，本文對(duì)吉林省政務(wù)微博規(guī)范化進(jìn)行研究，以期為吉林省政務(wù)微博規(guī)范化發(fā)展提供建議。這個(gè)研究不僅契合如今全國(guó)政務(wù)微博熱潮涌動(dòng)的大背景，也符合國(guó)務(wù)院辦公廳于2013年10月發(fā)布的《關(guān)于進(jìn)一步加強(qiáng)政府信息公開(kāi)回應(yīng)社會(huì)關(guān)切提升政府公信力的意見(jiàn)》當(dāng)中提出的各地區(qū)各部門要積極探索利用政務(wù)微博等新媒體，及時(shí)、便捷地與公眾進(jìn)行互動(dòng)交流的要求。通過(guò)對(duì)吉林省政務(wù)微博規(guī)范化研究，有利于政府部門推進(jìn)信息公開(kāi)、加強(qiáng)對(duì)外宣傳、樹(shù)立良好的形象，有利于搭建政府與公眾溝通的有效平臺(tái)，有利于政務(wù)微博充分發(fā)揮為民服務(wù)的作用。 在以往對(duì)政務(wù)微博的研究當(dāng)中，陳兵、鄒建華、周濱對(duì)政務(wù)微博的價(jià)值進(jìn)行了研究；佟力強(qiáng)、段旭、盧金珠對(duì)政務(wù)微博的發(fā)展現(xiàn)狀進(jìn)行了闡述；衛(wèi)文新、朱麗峰、陳靜等人對(duì)政務(wù)微博存在的問(wèn)題及發(fā)展對(duì)策進(jìn)行了探討；汪青云，，鄭雄對(duì)政務(wù)微博運(yùn)行機(jī)制進(jìn)行了探索。在對(duì)政務(wù)微博規(guī)范化的實(shí)踐中，英國(guó)、美國(guó)等國(guó)外政府機(jī)構(gòu)有著較為完善的規(guī)章制度，我國(guó)也于2012年發(fā)布全國(guó)首個(gè)《政務(wù)微博運(yùn)營(yíng)規(guī)范手冊(cè)》，部分省市的政府機(jī)構(gòu)也在促進(jìn)政務(wù)微博規(guī)范化發(fā)展方面做了大量積極的探索實(shí)踐。 在歸納學(xué)習(xí)有關(guān)政務(wù)微博規(guī)范化的國(guó)內(nèi)外研究和實(shí)踐現(xiàn)狀的基礎(chǔ)上，本文以新浪微博網(wǎng)站為研究平臺(tái)，選取吉林省現(xiàn)有的部分政務(wù)微博為研究對(duì)象，通過(guò)規(guī)范研究法界定政務(wù)微博規(guī)范化的概念和特征，并以數(shù)據(jù)、典型案例為依據(jù)進(jìn)行詳細(xì)分析，闡述和總結(jié)吉林省政務(wù)微博的發(fā)展現(xiàn)狀，剖析吉林省政務(wù)微博規(guī)范化存在問(wèn)題，通過(guò)對(duì)存在問(wèn)題的研判總結(jié)，提出吉林省政務(wù)微博規(guī)范化發(fā)展對(duì)策，同時(shí)采用比較研究法，對(duì)比其他省份的政務(wù)微博，為吉林省政務(wù)微博規(guī)范化發(fā)展提供合理化建議。 對(duì)于吉林省政務(wù)微博尤其是吉林省政務(wù)微博的規(guī)范化研究仍處于空白，因此課題本身具有一定的實(shí)踐創(chuàng)新。針對(duì)吉林省政務(wù)微博規(guī)范化存在的問(wèn)題，本文提出了從名稱、內(nèi)容、運(yùn)行機(jī)制、營(yíng)銷手段四個(gè)方面來(lái)加強(qiáng)吉林省政務(wù)微博規(guī)范化的對(duì)策、建議，區(qū)別與以往對(duì)政務(wù)微博的一般性研究，而是從規(guī)范化這個(gè)角度入手，觀點(diǎn)有所創(chuàng)新。但在研究上存在一定的困難，首先，現(xiàn)有的吉林省政務(wù)微博研究數(shù)據(jù)量大且雜，由于筆者對(duì)于新浪網(wǎng)站的搜索功能、內(nèi)容形式比較熟悉，因此本文將僅選擇新浪微博中的吉林省政府部門的政務(wù)微博為研究對(duì)象加以分析研究；其次，對(duì)于吉林省政務(wù)微博研究的論文較少，對(duì)其規(guī)范化的研究更是幾乎空白，因此可供直接參考的文獻(xiàn)較少；最后，由于目前吉林省的政務(wù)微博運(yùn)營(yíng)大多由各政府部門派人兼職管理，而筆者又無(wú)法接觸到這類人群，因此對(duì)于進(jìn)一步了解吉林省政務(wù)微博的運(yùn)營(yíng)和管理存在一定的難度。 論文除緒論和結(jié)論之外主要由三個(gè)部分組成。 第一章闡述政務(wù)微博規(guī)范化的概念和特征，主要解決的是政務(wù)微博規(guī)范化“是什么”的問(wèn)題。筆者從政務(wù)微博的解釋出發(fā)，在總結(jié)歸納國(guó)內(nèi)外學(xué)者對(duì)政務(wù)微博概念界定的基礎(chǔ)上，結(jié)合規(guī)范化的概念，對(duì)政務(wù)微博規(guī)范化的內(nèi)涵、分類、特征作出說(shuō)明。 第二章分析吉林省政務(wù)微博的現(xiàn)狀及其規(guī)范化方面的問(wèn)題，所要解決的是吉林省政務(wù)微博“如何發(fā)展”、“如何出現(xiàn)問(wèn)題”等。結(jié)合實(shí)證研究說(shuō)明吉林省政務(wù)微博的發(fā)展歷程、發(fā)展規(guī)模和影響力，歸納出吉林省政務(wù)微博在規(guī)范化方面存在的問(wèn)題，然后結(jié)合實(shí)例對(duì)這些問(wèn)題的現(xiàn)象及成因進(jìn)行逐一分析和討論。 第三章提出加強(qiáng)吉林省政務(wù)微博規(guī)范化的對(duì)策建議，結(jié)合上一章所分析的問(wèn)題情況，對(duì)吉林省政務(wù)微博的名稱、內(nèi)容、運(yùn)行機(jī)制、營(yíng)銷手段等方面進(jìn)行探討，所要解決的是吉林省政務(wù)微博“如何加強(qiáng)規(guī)范化”的問(wèn)題。 政務(wù)微博的出現(xiàn)讓政府部門的工作錦上添花，對(duì)政務(wù)微博規(guī)范化的研究能夠幫助其健康、穩(wěn)定、有序的發(fā)展，發(fā)揮政務(wù)新媒體在政府部門工作中的作用，筆者希望本文能為推進(jìn)吉林省各政府部門的政務(wù)微博規(guī)范化發(fā)展提供有益參考。
[Abstract]:Jilin provincial government's first chief micro-blog micro-blog from 2011 to the current 5255 home alone on the line, the micro-blog network in Qi Fazheng, Jilin province has become the government departments at all levels in the social public opinion, a new platform for the service life of the people. Although the rapid development in recent years, but because there is no uniform standard, leading to the Jilin provincial government in the name of micro-blog, content and the operation mechanism, there are problems such as operation method, these problems not only affect the application of E-government in micro-blog, micro-blog also restricts the healthy development of government. Therefore, the government of Jilin province micro-blog standardization research, in order to provide suggestions for the government of Jilin province micro-blog standardization development. This research not only fits the background of the micro-blog boom surging today, is also in line with the general office of the State Council on October 2013 issued "on Further Strengthening the disclosure of government information to respond to social concerns. Made up the credibility of the government's opinions among various regions and departments to actively explore the use of the micro-blog and other new media, timely, convenient to interact with the requirements of the public. By the investigation of the Jilin provincial government micro-blog standard, is conducive to the government departments to promote information disclosure, strengthen publicity, establish a good image, is conducive to the effective platform for communication between the government and the public, is conducive to the micro-blog government give full play to serve the people.
In the past research on the micro-blog, Bing, Zou Jianhua, Zhou Bin studied the value of government of micro-blog; Tong Liqiang, Duan, Lu Jinzhu of micro-blog chief development status are described; Wei Wen Xin, Zhu Lifeng, Chen Jing and others of micro-blog government problems and development countermeasures are discussed; Wang Qingyun, Zheng Xiong the exploration of the micro-blog chief operating mechanism. In the practice of the micro-blog standard, the British, American and other foreign government agencies have comparatively perfect rules and regulations, China also announced in 2012 the first national government "micro-blog operating manual >, government agencies in some provinces and cities also do a lot of positive exploration and Practice to promote the government to standardize the development of micro-blog.
On the basis of inductive learning about government micro-blog norms of domestic and international research and practice of the status quo on the Sina micro-blog website as the research platform, select the existing micro-blog part of the government of Jilin Province as the research object, through the normative research method defines the concept and characteristics of e-government standardization and micro-blog, with data, typical case as the basis for the detailed analysis, description and summary of Jilin province government micro-blog development present situation, analyzes the Jilin province government micro-blog standardization problems, through the summary of the existing problems of analysis, put forward Jilin province e-government standardization development strategy of micro-blog, and the method of comparative study, comparing with other provinces chief micro-blog, provide reasonable suggestions for the government of Jilin province micro-blog standardized development.
The government of Jilin province micro-blog especially on standardization of Jilin province government of micro-blog is still blank, so the subject itself has certain practical innovation. According to the existing Jilin government micro-blog standardized problem, this paper presents the name, content, operation mechanism, four aspects of marketing means to strengthen countermeasures, Jilin province government micro-blog standardized recommendations on micro-blog's chief difference with the previous general research, but starting from this point of view of standardization, innovation. But there are some difficulties in study, first, the Jilin Provincial Administration of existing service micro-blog research a large amount of data and complex, because the site for Sina search function, familiar with content and form, this paper will select only the Jilin provincial government departments in the government of sina micro-blog micro-blog as the research object to analysis and research; secondly, the government of Jilin Province on micro-blog The less of the standardized research is almost blank, so that they can be used for direct reference less; finally, the government of Jilin province micro-blog operating mostly by the government departments and the management of part-time people, can not come into contact with these people, so for a further understanding there is a certain degree of difficulty and operation the management of Jilin Province Chief micro-blog.
In addition to the introduction and conclusion, the paper mainly consists of three parts.
The first chapter expounds the concept and features of the micro-blog standard, the main solution is the micro-blog standard "what" questions. The author from micro-blog's explanation of the government, based on summarizing the domestic and foreign scholars on the micro-blog on the definition, combined with the standardization of the concept, classification of the connotation of E-government micro-blog specification the characteristics of an explanation.
The second chapter analyzes the current situation and the standardization of Jilin Province Chief micro-blog, which is to solve the Jilin provincial government to micro-blog "development", "how to problems". Based on the empirical research of Jilin province e-government development process that micro-blog, the development scale and influence, summed up the Jilin province government micro-blog in terms of standardization the existing problems, and then combined with the phenomenon of these problems and causes analysis and case discussion.
The third chapter puts forward the countermeasures and suggestions on strengthening the government of Jilin province micro-blog standard, combined with the analysis of the previous chapter, the operating mechanism of the name, the Jilin provincial government, micro-blog content, marketing and so on, which is to solve the Jilin provincial government "to strengthen the standardization of micro-blog".
The government appears micro-blog let the government work the icing on the cake, the E-government micro-blog standardized can help the healthy, stable and orderly development, play the role of government in the new media in the work of government departments, I hope this paper can provide a useful reference for the government to promote micro-blog standardization development of Jilin Province government departments.
