【摘要】:龍江環(huán)保集團(tuán)前身是清華同方(哈爾濱)水務(wù)公司,從2004年開始進(jìn)入黑龍江省,以哈爾濱市太平污水廠BOT項(xiàng)目為起點(diǎn),以清華同方品牌資源和資金實(shí)力,緊抓國家加強(qiáng)污水治理的政策機(jī)遇,爭取黑龍江省政府支持,借力特許經(jīng)營投資模式,以省內(nèi)區(qū)域中心城市為布點(diǎn),逐步擴(kuò)展到9個(gè)地市,用10年的時(shí)間,快速發(fā)展成為黑龍江省污水治理標(biāo)兵企業(yè)。受限于當(dāng)時(shí)董事會(huì)戰(zhàn)略決策:業(yè)務(wù)領(lǐng)域在黑龍江省內(nèi)開展,目前全國水務(wù)市場(chǎng)增速減緩,黑龍江省的污水市場(chǎng)空間主要集中在鄉(xiāng)鎮(zhèn)小型污水、存量污水廠升級(jí)擴(kuò)建、污泥市場(chǎng)及供水市場(chǎng),而黑龍江省的整體財(cái)政支付能力下滑,污水業(yè)務(wù)收入主要來自財(cái)政補(bǔ)貼,鄉(xiāng)鎮(zhèn)污水支付能力更是虛弱,投資風(fēng)險(xiǎn)高。污泥處理是污水處理的最后環(huán)節(jié),污泥資源化應(yīng)用前景不明朗;供水業(yè)務(wù)受制于水價(jià)調(diào)整影響,幾乎全行業(yè)虧損,水價(jià)上調(diào)舉步維艱,短期內(nèi)供水業(yè)務(wù)很難形成規(guī)范的市場(chǎng)機(jī)制。企業(yè)處于發(fā)展的十字路口。本文從分析企業(yè)自身狀況入手,以發(fā)達(dá)國家水務(wù)發(fā)展歷程為參照,縱覽國內(nèi)污水市場(chǎng)發(fā)展概況,重點(diǎn)對(duì)黑龍江省內(nèi)污水市場(chǎng)、供水市場(chǎng)做了全面詳實(shí)的分析。對(duì)標(biāo)國內(nèi)典型水務(wù)企業(yè)發(fā)展路徑和戰(zhàn)略選擇,采取企業(yè)發(fā)展戰(zhàn)略應(yīng)用工具PEST、SWOT進(jìn)行分析,明晰了企業(yè)發(fā)展戰(zhàn)略定位和目標(biāo),并分別從競(jìng)爭定位、產(chǎn)業(yè)鏈定位、組織定位和戰(zhàn)略態(tài)勢(shì)定位提出建議。在戰(zhàn)略實(shí)施建議中,分別從營銷戰(zhàn)略、財(cái)務(wù)戰(zhàn)略、人力資源戰(zhàn)略、研發(fā)戰(zhàn)略和生產(chǎn)運(yùn)營戰(zhàn)略提出建議。
[Abstract]:The predecessor of Longjiang environmental protection group, Tsinghua Tongfang (Harbin) Water Service Company, from the beginning of 2004, Heilongjiang Province, Harbin City Taiping sewage treatment plant BOT project as the starting point, to Tsinghua Tongfang brand resources and financial strength to seize the country to strengthen the sewage treatment policy opportunities, for the Heilongjiang provincial government support, the investment mode of leveraging the franchise to regional center city for distribution, and gradually extended to 9 cities, with 10 years of time, the rapid development of Heilongjiang province has become the pacesetter enterprises. The sludge treatment is the last part of the sewage treatment, application of sludge is not clear; the water supply business subject to the price adjustment effect, almost all industry losses, price increases difficult, short term water supply business is difficult to form a market mechanism to regulate the enterprise in the development. The crossroads. Based on the analysis of their own situation in developed countries in the course of development of water as the reference, overview the general situation of the development of domestic sewage market, focusing on the Heilongjiang province sewage water supply market, the market is analyzed detailed. The underlying development of typical water enterprises domestic path and strategy, take the development strategy of the enterprise application tools PEST, SWOT analysis, clear the development of strategic positioning and goals, and separately from the competitive positioning, industrial chain positioning, organization positioning and strategic posture set Suggestions are put forward in the strategy implementation proposals, including marketing strategy, financial strategy, human resource strategy, R & D strategy and production and operation strategy.
