基于網(wǎng)絡(luò)服務(wù)平臺(tái)的鐵路貨運(yùn)組織新模式的創(chuàng)建

【摘要】:進(jìn)入信息化時(shí)代以來,鐵路傳統(tǒng)的運(yùn)輸組織模式已落后于電子化、信息化、網(wǎng)絡(luò)化的交通運(yùn)輸配送模式。鐵路僅依靠傳統(tǒng)集中調(diào)度的運(yùn)輸指揮模式,承運(yùn)煤炭等大宗貨運(yùn)的運(yùn)輸體系已完全不能適應(yīng)當(dāng)前市場運(yùn)輸需求。隨著我國大規(guī)模鐵路新建線路的建成,鐵路新設(shè)備、新技術(shù)的投入使用,鐵路運(yùn)輸能力進(jìn)一步提升,可以為滿足貨主需求提供更好運(yùn)輸條件。當(dāng)前鐵路信息化水平的進(jìn)一步提升,尤其是2013年鐵路貨運(yùn)組織改革以后,逐步構(gòu)建起了以營銷服務(wù)為中心的貨運(yùn)組織模式,如何更大程度的滿足貨主的貨運(yùn)需求,為貨主提供更為優(yōu)質(zhì)的貨運(yùn)服務(wù)是鐵路當(dāng)前面臨的主要任務(wù)。為此,本文研究如何在網(wǎng)絡(luò)服務(wù)平臺(tái)下創(chuàng)建順應(yīng)鐵路大發(fā)展趨勢的鐵路貨運(yùn)組織新模式。本文在深入分析傳統(tǒng)鐵路貨運(yùn)組織模式概況和特點(diǎn)之后,綜合創(chuàng)建鐵路貨運(yùn)組織新模式的總體目標(biāo),運(yùn)用網(wǎng)絡(luò)信息技術(shù)和現(xiàn)代企業(yè)管理理念,實(shí)現(xiàn)基于網(wǎng)絡(luò)服務(wù)平臺(tái)的鐵路貨運(yùn)組織新模式的研究。論文的主要研究內(nèi)容如下:(1)傳統(tǒng)鐵路貨運(yùn)存在營銷力度不夠、服務(wù)質(zhì)量差、產(chǎn)品結(jié)構(gòu)不協(xié)調(diào)等問題,無法滿足目前鐵路貨運(yùn)市場的運(yùn)輸需求。(2)通過分析我國貨運(yùn)市場新需求和發(fā)展趨勢,從創(chuàng)新貨運(yùn)組織模式入手,改革貨運(yùn)受理方式,簡化貨運(yùn)業(yè)務(wù)辦理流程,敞開受理客戶需求,構(gòu)建鐵路運(yùn)輸企業(yè)貨運(yùn)網(wǎng)絡(luò)服務(wù)平臺(tái),實(shí)現(xiàn)鐵路貨運(yùn)業(yè)務(wù)網(wǎng)上辦理,并重塑鐵路貨運(yùn)業(yè)務(wù)辦理流程,拓展鐵路貨運(yùn)服務(wù)領(lǐng)域和鐵路物流服務(wù),健全服務(wù)保障機(jī)制。(3)基于網(wǎng)絡(luò)服務(wù)平臺(tái)的鐵路貨運(yùn)組織新模式的實(shí)施提高了鐵路貨運(yùn)管理水平,產(chǎn)生良好的運(yùn)輸經(jīng)濟(jì)效益和社會(huì)效益。
[Abstract]:Since entering the information age, the traditional mode of railway transportation organization has lagged behind the electronic, informational and networked mode of transportation and distribution. The railway only relies on the traditional centralized dispatching mode of transportation and command. The transportation system for transporting large quantities of freight such as coal has been completely unable to meet the current market transport demand. With the construction of large-scale new railway lines in China, new railway equipment and new technologies, the capacity of railway transportation has been further enhanced. It can provide better transportation conditions for meeting the needs of cargo owners. The current level of railway informatization has been further upgraded, especially after the railway freight transport organization reform in 2013, and a model of freight transport organization with marketing service as the center has been built step by step after the reform of the railway freight transport organization in 2013. How to meet the freight demand of the cargo owner to a greater extent and to provide a better quality freight service for the cargo owner is the main task facing the railway at present. This paper studies how to create a new railway freight transport organization model in line with the trend of railway development under the network service platform. After in-depth analysis of the general situation and characteristics of the traditional railway freight transport organization model, this paper analyzes the general situation and characteristics of the traditional railway freight transport organization model. The overall goal of establishing a new mode of railway freight transport organization, the application of network information technology and modern enterprise management concept, The main research contents of this paper are as follows: (1) traditional railway freight transport has some problems, such as insufficient marketing, poor service quality, disharmony of product structure, etc. By analyzing the new demand and development trend of freight market in China, starting with the innovation of freight transport organization mode, we can reform the way of handling freight transport and simplify the process of handling freight business. Open acceptance of customer demand, construction of railway transportation enterprise freight network service platform, realization of railway freight business online processing, reshaping railway freight business processing process, expanding railway freight service field and railway logistics services, The implementation of the new mode of railway freight transport organization based on network service platform has improved the management level of railway freight transport and produced good economic and social benefits.
