【摘要】：PPP合同是一種長期契約,相互猜忌的交易雙方很難取得理想的合作效果,唯有信任才能激勵(lì)交易雙方保持強(qiáng)烈合作意愿、提高交易效率,由此可見,信任對(duì)PPP項(xiàng)目成功至關(guān)重要。然而,信任是動(dòng)態(tài)演化的,信任不當(dāng)就會(huì)產(chǎn)生風(fēng)險(xiǎn),控制作為抑制風(fēng)險(xiǎn)的一種途徑對(duì)信任具有影響作用,適度的控制對(duì)于信任的長期維系至關(guān)重要,而現(xiàn)有文獻(xiàn)中關(guān)于控制對(duì)信任是積極影響還是消極影響這一研究結(jié)論尚存在分歧。同時(shí),考慮到中國PPP項(xiàng)目私人部門社會(huì)角色多樣化是區(qū)別于其他國家的顯著特征,因此,本研究將私人部門的角色感知作為調(diào)節(jié)變量,研究控制對(duì)信任的影響關(guān)系�；诖�,給PPP實(shí)踐中政府部門科學(xué)控制私人部門提供了管理啟示,具體研究內(nèi)容主要包括以下三方面。(1)建立了PPP項(xiàng)目中私人部門角色感知的構(gòu)念,并對(duì)其進(jìn)行賦值。通過對(duì)角色理論進(jìn)行文獻(xiàn)綜述,并基于角色的內(nèi)涵,提出了PPP項(xiàng)目中私人部門角色感知的構(gòu)念;通過對(duì)角色理論在營銷及其他領(lǐng)域的應(yīng)用進(jìn)行文獻(xiàn)分析發(fā)現(xiàn),交易雙方之間的角色關(guān)系通常分為商人關(guān)系和朋友關(guān)系兩種類型,在此基礎(chǔ)上,本文分析了國內(nèi)外PPP項(xiàng)目中的私人部門,歸納出中國PPP項(xiàng)目中私人部門的四種企業(yè)類型,并依據(jù)其特征,識(shí)別出我國PPP項(xiàng)目中私人部門角色感知的四種類型,即父子關(guān)系、兄弟關(guān)系、朋友關(guān)系和商人關(guān)系。(2)揭示了PPP項(xiàng)目締約階段私人部門角色感知調(diào)節(jié)下控制對(duì)信任的影響機(jī)理。基于多案例研究方法揭示了私人部門角色感知調(diào)節(jié)下政府部門的合同條款控制對(duì)私人部門信任感知的影響。首先,依據(jù)私人部門的四種角色感知類型選擇相對(duì)應(yīng)的具有代表性的PPP案例;其次,依據(jù)本課題組PPP項(xiàng)目合同控制的研究成果識(shí)別出國家標(biāo)準(zhǔn)有一定幅度范圍而具體項(xiàng)目的規(guī)定又存在差異的具有控制作用的關(guān)鍵點(diǎn),即產(chǎn)出標(biāo)準(zhǔn)、投融資責(zé)任、履約擔(dān)保、出資比例、違約行為、違約金等,針對(duì)上述關(guān)鍵點(diǎn)搜集二手資料,在此基礎(chǔ)上,對(duì)文本資料進(jìn)行分析,得到了合同條款控制與信任感知之間的影響關(guān)系及角色感知的調(diào)節(jié)效應(yīng)�；诖�,給政府部門在締約階段科學(xué)設(shè)計(jì)合同條款提供兩點(diǎn)管理啟示。(3)揭示了PPP項(xiàng)目履約階段私人部門角色感知調(diào)節(jié)下控制對(duì)信任的影響機(jī)理�；�4(私人部門角色感知:父子關(guān)系、兄弟關(guān)系、朋友關(guān)系和商人關(guān)系)×2(控制水平高/低)完全隨機(jī)的情境模擬實(shí)驗(yàn)探討了私人部門角色感知調(diào)節(jié)下政府部門的合同履行控制對(duì)私人部門信任感知的影響。首先,依據(jù)私人部門的四種角色感知分別設(shè)計(jì)四種實(shí)驗(yàn)情境,在每種情境下都對(duì)高/低水平控制分別描述,進(jìn)而進(jìn)行實(shí)驗(yàn);其次,采用方差分析對(duì)實(shí)驗(yàn)數(shù)據(jù)進(jìn)行處理,得到了合同履約控制與信任感知之間的關(guān)系及角色感知的調(diào)節(jié)效應(yīng),基于此,給政府部門在履約過程中適度控制私人部門提供四點(diǎn)管理啟示。
[Abstract]:PPP contract is a kind of long-term contract. It is very difficult to achieve the ideal cooperation effect between the two sides who suspect each other. Only trust can motivate the two parties to maintain strong cooperation will and improve the transaction efficiency. Trust is critical to the success of PPP projects. However, trust is dynamically evolving, and improper trust can lead to risks. Control as a way to curb risk has an impact on trust. Moderate control is essential for the long-term maintenance of trust, and there are differences in the existing literature on whether control has a positive or negative impact on trust. Considering that the diversification of private sector social roles in China's PPP project is a distinct feature that distinguishes it from other countries, this study takes the role perception of the private sector as a regulating variable to study the impact of control on trust. It provides the management enlightenment for the government department to control the private sector scientifically in the practice of PPP. The specific research contents mainly include the following three aspects. 1) the construction of the private sector role perception in the PPP project is established. Through the literature review of role theory, and based on the connotation of role, this paper puts forward the concept of role perception in private sector in PPP project, and finds out the application of role theory in marketing and other fields. The role relationship between the two parties is usually divided into two types: merchant relationship and friend relationship. On this basis, this paper analyzes the private sector in PPP projects at home and abroad, and concludes four types of private sector enterprises in PPP projects in China. According to its characteristics, we identify four types of private sector role perception in PPP projects in China, that is, father-son relationship, sibling relationship, and so on. The relationship between friends and businessmen reveals the influence mechanism of private sector role control on trust during the contracting stage of PPP project. Based on the method of multi-case study, this paper reveals the influence mechanism of government department under the regulation of private sector role perception. The impact of contract terms on the perception of trust in the private sector. First, Select representative PPP cases according to the four types of role perception in the private sector. Secondly, According to the research results of PPP project contract control in our group, we identify the key points which have the control function, such as the output standard, the responsibility of investment and financing, the guarantee of performance, and the key points in which the national standard has a certain range and the regulation of the specific project is different. The proportion of capital contribution, breach of contract, penalty for breach of contract, etc., to collect second-hand information for the key points mentioned above, on the basis of which the text data are analyzed, The influence relationship between contract clause control and trust perception and the regulatory effect of role perception are obtained. This paper provides two management revelations to the government in the contracting stage of scientific design contract. It reveals the influence mechanism of private sector role control on trust under the regulation of private sector role perception in PPP project performance stage. 4 (Private sector role perception: paternity and son relationship), 4 (Private sector role perception: father-son relationship), Fraternity, Friends and Merchant Relations) 脳 2 (high / low level of control) totally random situational simulation experiments were conducted to investigate the effect of the government's contract performance control on the private sector's perception of trust under the regulation of private sector role perception. According to the four kinds of role perception of the private sector, four experimental scenarios were designed, and the high / low level control was described separately in each situation, and then the experiment was carried out. Secondly, the analysis of variance was used to process the experimental data. The relationship between contract performance control and trust perception and the regulatory effect of role perception are obtained. Based on this, four points of management enlightenment are provided for government departments to control the private sector appropriately in the process of performance.
