【摘要】:由于國(guó)民經(jīng)濟(jì)發(fā)展,電力需求持續(xù)上升,電網(wǎng)的發(fā)展要求電力調(diào)度數(shù)據(jù)具備通信可靠性、保護(hù)控制信息傳送的實(shí)時(shí)性和準(zhǔn)確性,加強(qiáng)建設(shè)電力調(diào)度數(shù)據(jù)網(wǎng)成為重中之重。電力調(diào)度數(shù)據(jù)網(wǎng)是電力生產(chǎn)、維護(hù)電網(wǎng)穩(wěn)定安全運(yùn)行的基礎(chǔ),在居民生產(chǎn)和社會(huì)管理中起著最核心的作用。本文從國(guó)內(nèi)外文獻(xiàn)學(xué)習(xí)中,結(jié)合南昌公司調(diào)控中心日常工作,對(duì)電力數(shù)據(jù)網(wǎng)的信息組網(wǎng)進(jìn)行初步研究。(1)國(guó)外觀點(diǎn)美國(guó)研究人員將電網(wǎng)發(fā)展方向定義為“智能電網(wǎng)”,“智能電網(wǎng)”為整合電力用戶和市場(chǎng)提供了理論支持和技術(shù)支撐,在理論上,可以建成這個(gè)系統(tǒng)是智能的,即具有自愈功能和自動(dòng)響應(yīng)功能,可智能交換信息,滿足人類(lèi)社會(huì)應(yīng)對(duì)突發(fā)事件的初級(jí)應(yīng)對(duì)。歐洲也提出了類(lèi)似“智能電網(wǎng)”的假設(shè)及構(gòu)想,但歐洲更偏向全面的信息集成和全方位監(jiān)控,提倡市場(chǎng)化電力交易、電源供應(yīng),最大可能的提高電網(wǎng)運(yùn)營(yíng)的安全系數(shù)、效率閥值和營(yíng)運(yùn)效益,將對(duì)環(huán)境的影響降到最低,做到綠色環(huán)保又滿足日益增長(zhǎng)的生活、工業(yè)需求。(2)國(guó)內(nèi)研究方向在國(guó)內(nèi),國(guó)家電網(wǎng)公司一直以來(lái)堅(jiān)持?jǐn)?shù)字化、信息化完善電網(wǎng)生產(chǎn)自動(dòng)化水平和提高企業(yè)管理現(xiàn)代化水平。在輸電、變電和配電等環(huán)節(jié)實(shí)現(xiàn)了統(tǒng)計(jì)數(shù)據(jù)的動(dòng)態(tài)及時(shí)上報(bào)和智能匯總,以寬帶網(wǎng)絡(luò)建設(shè)為主的電網(wǎng)信息施設(shè)已初具規(guī)模,目前大力建設(shè)的特高壓直交輸電線路就已經(jīng)采用了信息網(wǎng)絡(luò)監(jiān)控技術(shù)。目前,國(guó)家電網(wǎng)使用的國(guó)產(chǎn)調(diào)度自動(dòng)化系統(tǒng)已經(jīng)處在國(guó)際一流水平,在已知的6次IEC61850和IEC61970標(biāo)準(zhǔn)的互操作試驗(yàn)中,實(shí)驗(yàn)結(jié)果顯示電力調(diào)度自動(dòng)化集成系統(tǒng)在完善調(diào)度數(shù)據(jù)、調(diào)整綜合數(shù)據(jù)平臺(tái)處于領(lǐng)先水平。國(guó)家電網(wǎng)鼓勵(lì)網(wǎng)省公司建立數(shù)字化電力公司,使用寬帶網(wǎng)絡(luò)對(duì)輸配電、調(diào)度和營(yíng)銷(xiāo)的管理;使用視頻監(jiān)視對(duì)變電站實(shí)現(xiàn)遠(yuǎn)程控制。(3)存在不足目前的電網(wǎng)企業(yè)中應(yīng)用系統(tǒng)魚(yú)龍混雜,只能基本滿足本業(yè)務(wù)和某一到兩個(gè)部門(mén)的日常工作,系統(tǒng)之間的不兼容,不同的數(shù)據(jù)格式使得公司系統(tǒng)不太可能做到數(shù)據(jù)的內(nèi)部協(xié)調(diào)聯(lián)動(dòng),造成信息資源分散,形成一個(gè)個(gè)“信息孤島”,縱向?qū)哟味、橫向系統(tǒng)多,信息雜亂、不完整和重復(fù)性使得信息無(wú)法共享,更不要說(shuō)信息的有效、高效處理。電力調(diào)度數(shù)據(jù)網(wǎng)是以通信網(wǎng)絡(luò)為基礎(chǔ)的,集中實(shí)現(xiàn)了路由、交換和業(yè)務(wù)接入。完善電力調(diào)度信息,將信息收集、整合,在綜合性傳輸平臺(tái)分配到各自需要的點(diǎn),極大地提高各級(jí)調(diào)度中心與中心和中心與廠站之間的統(tǒng)一數(shù)據(jù)傳輸與交換,將平臺(tái)擴(kuò)大成業(yè)務(wù)載體。在電網(wǎng)不斷發(fā)展的今天,電力調(diào)度數(shù)據(jù)網(wǎng)具備集電網(wǎng)調(diào)度信息、自動(dòng)化控制等功能。同時(shí)作為管理運(yùn)行、安全穩(wěn)定控制和自動(dòng)化的基礎(chǔ),保障電力市場(chǎng)正常運(yùn)作,完善電力系統(tǒng)現(xiàn)代化,已成為系統(tǒng)內(nèi)不可或缺的條件因素,生產(chǎn)管理的正常高效也得益于此,思考和加強(qiáng)數(shù)據(jù)網(wǎng)的建設(shè)也顯得十分必要。和國(guó)內(nèi)其他工業(yè)相比,電力行業(yè)具有不同的屬性,電網(wǎng)企業(yè)往往面臨作業(yè)層面多、交叉面廣、生產(chǎn)條件惡劣和危險(xiǎn)性高等特點(diǎn),為提高電網(wǎng)營(yíng)運(yùn)效益,電網(wǎng)企業(yè)往往都希望電網(wǎng)安全運(yùn)行、調(diào)度合理,降低線損、變壓損等,所以依靠通信發(fā)達(dá)帶來(lái)的高質(zhì)量通信效果的便利,南昌供電公司將使用這類(lèi)新科技、新技術(shù)保障電網(wǎng)調(diào)度遠(yuǎn)程控制,使得電網(wǎng)更加穩(wěn)定安全,電力通信網(wǎng)建設(shè)也凸顯了經(jīng)濟(jì)性價(jià)比高的價(jià)值。隨著南昌地區(qū)電網(wǎng)建設(shè),南昌供電公司近年投運(yùn)了13個(gè)220kV輸變電工程、變電站,與此同時(shí),南昌地區(qū)的電力調(diào)度數(shù)據(jù)通信網(wǎng)也經(jīng)受著嚴(yán)峻的考驗(yàn),急需增容擴(kuò)容,增加網(wǎng)絡(luò)帶寬和提高網(wǎng)絡(luò)傳播速度,計(jì)劃在3年內(nèi)基本完成以光纖通信為主的市、縣兩級(jí)傳輸網(wǎng),實(shí)現(xiàn)南昌市縣區(qū)全范圍覆蓋。電網(wǎng)調(diào)度系統(tǒng)是數(shù)字化水平較高的平臺(tái),在國(guó)內(nèi)技術(shù)層面上已經(jīng)建立了完善的能量管理系統(tǒng)和電能計(jì)量系統(tǒng)等,卻受制于在平臺(tái)中的網(wǎng)絡(luò)傳輸限制。在科技高速發(fā)展的今天,傳統(tǒng)的網(wǎng)絡(luò)應(yīng)用系統(tǒng)已經(jīng)不能滿足電力發(fā)展需求,甚至不能適應(yīng)技術(shù)的潮流,電網(wǎng)數(shù)據(jù)的網(wǎng)絡(luò)趨勢(shì)化潮流已經(jīng)不可逆轉(zhuǎn),對(duì)于系統(tǒng)內(nèi)的信息傳輸、組織方式將發(fā)生變革。為適應(yīng)各業(yè)務(wù)系統(tǒng)的需要,滿足實(shí)時(shí)性的基本要求,重點(diǎn)是為各應(yīng)用領(lǐng)域數(shù)據(jù)提供網(wǎng)絡(luò)方面的平臺(tái),即電力調(diào)度數(shù)據(jù)網(wǎng)。國(guó)家電網(wǎng)一直致力于發(fā)展特高壓大電網(wǎng)并使之安全穩(wěn)定運(yùn)行,滿足電網(wǎng)調(diào)度的安全、可靠等傳輸要求,并為備用調(diào)度技術(shù)支持系統(tǒng)提供穩(wěn)定的技術(shù)支撐,這對(duì)調(diào)度數(shù)據(jù)網(wǎng)的下一步發(fā)展給出了方向。本論文的研究?jī)?nèi)容即南昌地區(qū)調(diào)度數(shù)據(jù)網(wǎng),分析電網(wǎng)調(diào)度,就是分析調(diào)度在實(shí)際操作中需要什么,本文主要從以下幾部分展開(kāi)研究:首先介紹了電力通信網(wǎng)、電力調(diào)度數(shù)據(jù)網(wǎng)的發(fā)展現(xiàn)狀和存在的不足,從業(yè)務(wù)需求、技術(shù)體制、路由策略、網(wǎng)絡(luò)功能、網(wǎng)絡(luò)性能、網(wǎng)絡(luò)安全、網(wǎng)絡(luò)管理等方面進(jìn)行深入研究和分析,提出了建設(shè)一個(gè)具有先進(jìn)組網(wǎng)技術(shù)和可靠網(wǎng)絡(luò)拓?fù)浣Y(jié)構(gòu)的高效、穩(wěn)定、安全的調(diào)度數(shù)據(jù)網(wǎng)的網(wǎng)絡(luò)建設(shè)原則和組網(wǎng)優(yōu)化方案。
