【摘要】:LH公司隸屬于中國(guó)石油遼河油田公司,是在計(jì)劃經(jīng)濟(jì)體制下為了保障企業(yè)生產(chǎn)而自辦的企業(yè)專(zhuān)用通信網(wǎng),成立之初,有效的緩解了國(guó)家公用通信網(wǎng)不能滿(mǎn)足和保障行業(yè)應(yīng)用的情況,為遼河油田的生產(chǎn)、調(diào)度和職工生活提供了優(yōu)質(zhì)高效的通信和網(wǎng)絡(luò)信息服務(wù)。隨著通信技術(shù)的不斷發(fā)展和市場(chǎng)競(jìng)爭(zhēng)的加劇,LH公司的各項(xiàng)業(yè)務(wù)都受到了嚴(yán)峻的挑戰(zhàn),如何調(diào)整戰(zhàn)略發(fā)展方向,實(shí)現(xiàn)長(zhǎng)遠(yuǎn)發(fā)展成為L(zhǎng)H公司領(lǐng)導(dǎo)層亟待解決的問(wèn)題。 本文在對(duì)相關(guān)的管理學(xué)知識(shí)仔細(xì)研讀的基礎(chǔ)上,分析了LH公司的外部環(huán)境(宏觀環(huán)境和行業(yè)環(huán)境)和內(nèi)部環(huán)境(企業(yè)資源環(huán)境),明確了外部環(huán)境中存在的機(jī)會(huì)和威脅以及內(nèi)部環(huán)境中的優(yōu)勢(shì)和劣勢(shì),并分別對(duì)外部環(huán)境和內(nèi)部環(huán)境進(jìn)行了評(píng)估,然后使用SWOT矩陣分析方法,制定出企業(yè)的發(fā)展戰(zhàn)略,即LH公司應(yīng)當(dāng)繼續(xù)保持傳統(tǒng)通信業(yè)務(wù)市場(chǎng),依靠油田,大力發(fā)展油田信息化相關(guān)業(yè)務(wù),提高營(yíng)銷(xiāo)水平,開(kāi)展技術(shù)創(chuàng)新,研發(fā)具有自有知識(shí)產(chǎn)權(quán)的核心產(chǎn)品。接下來(lái),在確定了LH公司目前存在的各個(gè)戰(zhàn)略事業(yè)單位之后,通過(guò)對(duì)各個(gè)戰(zhàn)略事業(yè)單位的評(píng)估,運(yùn)用GE矩陣的理論,對(duì)各個(gè)戰(zhàn)略事業(yè)單位的發(fā)展戰(zhàn)略指導(dǎo)思想進(jìn)行系統(tǒng)說(shuō)明和闡述。為了使制定的發(fā)展戰(zhàn)略得以順利實(shí)施,本文對(duì)企業(yè)的組織重構(gòu)、加強(qiáng)人力資源建設(shè)、構(gòu)建企業(yè)的自主創(chuàng)新體系等問(wèn)題進(jìn)行了討論,此外還通過(guò)制定戰(zhàn)略績(jī)效考核指標(biāo),建立環(huán)境監(jiān)控和制定應(yīng)急方案等措施共同構(gòu)建了戰(zhàn)略的保障及控制體系。
[Abstract]:LH Company is attached to the Liaohe Oil Field Company of China Petroleum Corporation. It is a special enterprise communication network set up in order to ensure enterprise production under the planned economy system. Effectively alleviates the national public communication network can not meet and guarantee the application of the industry for the Liaohe Oilfield production. Scheduling and staff life provide high-quality and efficient communication and network information services. With the continuous development of communication technology and the intensification of market competition, LH company's business has been severely challenged. How to adjust the direction of strategic development and achieve long-term development has become an urgent problem for the leadership of LH Company. This paper analyzes the external environment (macro environment and industry environment) and internal environment (enterprise resource environment) of LH Company on the basis of careful study of relevant management knowledge. The opportunities and threats in the external environment as well as the strengths and weaknesses in the internal environment are identified, and the external and internal environments are evaluated respectively, and then the SWOT matrix analysis method is used. To formulate the development strategy of the enterprise, that is, LH company should continue to maintain the traditional communications business market, rely on oil fields, vigorously develop oilfields information related business, improve the marketing level, and carry out technological innovation. Research and development has its own intellectual property rights of the core products. Next, after determining the LH company's current existence of various strategic institutions, through the evaluation of each strategic institution, the use of GE matrix theory. In order to make the development strategy implemented smoothly, this paper reconstructs the organization of enterprises and strengthens the construction of human resources. This paper discusses the construction of independent innovation system of enterprises, in addition, through the establishment of strategic performance evaluation indicators, the establishment of environmental monitoring and emergency plan and other measures to jointly build a strategic security and control system.
