貝寧飲用水供應項目管理研究

貝寧2015年的人口估計為10,315,224人,其2013年的人類發(fā)展指數(shù)(HDI)為0.476(UNDP,2014),表明貝寧仍是發(fā)展水平較低的國家。農村地區(qū)獲取飲用水的問題是貝寧政府特別關注的問題之一。從國家整體水平來看,貝寧農村地區(qū)的飲用水普及率在2014年12月底已經達到了68.1%,已經超過了到2015年底普及率達到67.3%的目標。這主要得益于貝寧飲用水供應項目的實施。該項目的主要目標是通過改善貝寧54個城市的飲用水供應狀況,來提高農村居民的生活條件,并保證衛(wèi)生安全、食品安全和更好地管理自然資源,從而實現(xiàn)經濟的可持續(xù)發(fā)展。本文的目的是對貝寧飲用水供應項目的項目管理進行研究。首先,通過對國家戰(zhàn)略、項目戰(zhàn)略和項目目標的分析,指出了項目存在的問題。其次,通過文獻梳理和數(shù)據(jù)收集,運用項目管理知識,從進度管理、成本管理、質量管理和人力資源管理等方面,對項目已完成部分的現(xiàn)狀進行了分析。然后,從財務表現(xiàn)、社會影響、風險管理和知識發(fā)展等角度,對該項目管理的積極影響和消極影響進行了分析。在此基礎上,本文提出了優(yōu)化項目管理的替代設計,并給出了保證項目剩余部分工作的措施建議。
