貝寧飲用水供應(yīng)項(xiàng)目管理研究

貝寧2015年的人口估計(jì)為10,315,224人,其2013年的人類(lèi)發(fā)展指數(shù)(HDI)為0.476(UNDP,2014),表明貝寧仍是發(fā)展水平較低的國(guó)家。農(nóng)村地區(qū)獲取飲用水的問(wèn)題是貝寧政府特別關(guān)注的問(wèn)題之一。從國(guó)家整體水平來(lái)看,貝寧農(nóng)村地區(qū)的飲用水普及率在2014年12月底已經(jīng)達(dá)到了68.1%,已經(jīng)超過(guò)了到2015年底普及率達(dá)到67.3%的目標(biāo)。這主要得益于貝寧飲用水供應(yīng)項(xiàng)目的實(shí)施。該項(xiàng)目的主要目標(biāo)是通過(guò)改善貝寧54個(gè)城市的飲用水供應(yīng)狀況,來(lái)提高農(nóng)村居民的生活條件,并保證衛(wèi)生安全、食品安全和更好地管理自然資源,從而實(shí)現(xiàn)經(jīng)濟(jì)的可持續(xù)發(fā)展。本文的目的是對(duì)貝寧飲用水供應(yīng)項(xiàng)目的項(xiàng)目管理進(jìn)行研究。首先,通過(guò)對(duì)國(guó)家戰(zhàn)略、項(xiàng)目戰(zhàn)略和項(xiàng)目目標(biāo)的分析,指出了項(xiàng)目存在的問(wèn)題。其次,通過(guò)文獻(xiàn)梳理和數(shù)據(jù)收集,運(yùn)用項(xiàng)目管理知識(shí),從進(jìn)度管理、成本管理、質(zhì)量管理和人力資源管理等方面,對(duì)項(xiàng)目已完成部分的現(xiàn)狀進(jìn)行了分析。然后,從財(cái)務(wù)表現(xiàn)、社會(huì)影響、風(fēng)險(xiǎn)管理和知識(shí)發(fā)展等角度,對(duì)該項(xiàng)目管理的積極影響和消極影響進(jìn)行了分析。在此基礎(chǔ)上,本文提出了優(yōu)化項(xiàng)目管理的替代設(shè)計(jì),并給出了保證項(xiàng)目剩余部分工作的措施建議。
