T公司暖通空調(diào)系統(tǒng)建設(shè)項目采購流程的管理研究
[Abstract]:In recent years, with the increasingly fierce competition in HVAC industry and the increasing demand of customers for HVAC systematization, the major HVAC manufacturers have invested a lot of energy in HVAC systematization construction business. A complete HVAC system is bound to involve a large number of equipment and instruments, inevitably involving a large number of procurement business. As an important part of project management, project procurement management is also an important component of modern lean management of enterprises. Project procurement management runs through the whole project life cycle and plays an important role in the final management effect and goal achievement effect. In the project procurement management, process management is the basis of the success of the project procurement management, whether there is a complete set of efficient processes is an important prerequisite for the success of project procurement management. The complete and efficient procurement process plays a significant role in improving the implementation of project procurement, not only can effectively improve the efficiency of project procurement, so that the whole project procurement activities open and transparent norms, It can also effectively guard against the risks that may occur in the process of procurement implementation, improve the implementation effect of project procurement, and thus help the final high quality completion of the whole project. In this paper, the importance of purchasing process management for project procurement execution is expounded, and the management of purchasing process of HVAC system construction project in T Company is studied. First of all, combined with the current situation, this paper analyzes the current situation of T Company's existing project procurement process, combing the existing processes such as confusion of function division, non-standard inquiry process, imperfect procurement application and budget audit process. Supplier selection randomness, risk prevention measures and the absence of internal audit system and other issues. Then, through the work decomposition of the project procurement process, clearly combing out the various links and work nodes in the project procurement process, at the same time, through the ABC classification of the basic classification of the procurement products, in order to be concise and efficient, strong maneuverability, Based on the principle of standardization, transparency and systematicness, combined with the actual situation of T Company and the basic methods and steps of BPR, this paper makes an in-depth study on the project procurement process management, based on the result of work decomposition. It clarifies the function division of project procurement, standardizes the inquiry process, consummates the process of purchase application and budget review, introduces the three-party price comparison and analytic hierarchy process in the selection of suppliers, and perfects the settlement process to guard against economic risks. At the same time, a standardized procurement information record and internal audit system has been established. Finally, a set of project procurement process management model is obtained, and the model is implemented through a specific project case, and the results are satisfactory, which verifies the effectiveness of the project procurement process management model. It provides the guarantee for the future project purchasing to carry out strictly and efficiently, also provides the basis for the future project purchase process management, has opened the way of thinking.
