吉林省農(nóng)村信用社農(nóng)村移動支付項目進度管理研究

【摘要】:農(nóng)村移動支付項目是由吉林省農(nóng)村信用社(以下簡稱“吉林農(nóng)信”)、中國聯(lián)通吉林分公司(以下簡稱“聯(lián)通”)、中國銀聯(lián)吉林分公司(以下簡稱“銀聯(lián)”)聯(lián)合開發(fā),旨在改善農(nóng)村地區(qū)支付服務(wù)環(huán)境,拓寬農(nóng)村地區(qū)金融支付服務(wù)渠道,創(chuàng)新農(nóng)村金融服務(wù)平臺。該項目上線后,農(nóng)村客戶足不出戶就可以通過智能手機進行金融服務(wù)、充值繳費、票務(wù)購買及其商旅服務(wù)。這是吉林農(nóng)信深入落實銀監(jiān)會“三大工程”工作部署、暨“四個一工程”設(shè)后的又一項重大便農(nóng)惠農(nóng)舉措,對解決農(nóng)村金融支付渠道薄弱、激活農(nóng)村移動金融發(fā)展?jié)摿哂兄卮蠖钸h(yuǎn)的意義。 由于項目前期管理不夠完善,以至于在該項目執(zhí)行過程中造成了項目整體進度滯后。本文介紹了項目的現(xiàn)狀,提出項目滯后的問題,分析了項目滯后的原因,并利用項目進度管理的重要理論,對項目結(jié)構(gòu)進行有效分解,制訂了科學(xué)合理的項目進度計劃,調(diào)整項目進度并使之優(yōu)化,并輔之以一定的措施保障項目能夠保質(zhì)保量的如期完成。 在制定和執(zhí)行項目進度計劃的時候,本文遵循了項目進度管理的五個過程:活動定義、活動排序、活動持續(xù)時間估算、制定進度計劃、控制進度計劃來保證和開展項目管理工作。在對項目的進度進行控制與優(yōu)化的過程中,主要采用關(guān)鍵路徑法(CPM)來找出項目的關(guān)鍵路徑和關(guān)鍵活動,并通過資源配置優(yōu)化、改進工作流程、趕工的方法優(yōu)化關(guān)鍵活動的工期,從而整體上縮短關(guān)鍵路徑所耗時間,,使項目能夠在規(guī)定的時間完成;同時,強化各項保障措施的制訂與執(zhí)行,包括合同管理、建立例會制度以及嚴(yán)格的變更審批程序等制度保障措施的落實,人力、成本資金等資源要素的控制措施的落實,以及技術(shù)、建立獎懲機制等質(zhì)量措施的落實。 由于吉林農(nóng)信屬于省、縣兩級法人單位特殊的管理模式,同時又涉及銀聯(lián)、聯(lián)通幾方合作關(guān)系,不僅需要多方面的需求整合,而且需要在既定的條件下保證項目如期上線。因此該項目具有一定的代表性與特殊性。本文旨在突出本項目的計劃與控制方式,為吉林農(nóng)信發(fā)展農(nóng)村移動支付項目提供一套相對完整的項目管理思路,并在此項目中尋求一些共性問題并做好歸納總結(jié),為以后其它項目建設(shè)提供一些借鑒與思路。
[Abstract]:The rural mobile payment project is jointly developed by Jilin Province Rural Credit Cooperatives (hereinafter referred to as "Jilin Agricultural Credit"), China Unicom Jilin Branch (hereinafter referred to as "Unicom") and China UnionPay Jilin Branch (hereinafter referred to as "UnionPay"). The purpose of this paper is to improve the payment service environment in rural areas, widen the channels of financial payment service in rural areas, and innovate the rural financial service platform. When the project goes online, rural customers can use their smartphones to provide financial services, recharge fees, ticket purchases and business travel services. This is another major measure to benefit farmers after the establishment of the "three major projects" of the CBRC and the establishment of the "four one projects," which is a weak channel for solving the problem of financial payment in rural areas. It is of great and profound significance to activate the development potential of rural mobile finance. Because of the imperfect pre-project management, the overall progress of the project lags behind in the implementation of the project. This paper introduces the present situation of the project, puts forward the problem of the project lag, analyzes the reason of the project lag, and makes use of the important theory of the project schedule management to decompose the project structure effectively, and formulates the scientific and reasonable project schedule plan. Adjust the project schedule and optimize it with measures to ensure the quality and quantity of the project can be completed on time. In developing and implementing the project progress plan, this paper follows five processes of project schedule management: activity definition, activity sequencing, activity duration estimation, preparation of progress plan, Control progress plan to ensure and carry out project management. In the process of controlling and optimizing the progress of the project, the critical path method (CPM) is mainly used to find out the critical path and key activities of the project. Thus reducing overall critical path time and enabling the project to be completed within the specified time frame; at the same time, strengthening the development and implementation of safeguards, including contract management, Establish regular meeting system and strict change examination and approval procedures and other system security measures, manpower, capital and other resource elements of control measures, as well as technology, the establishment of rewards and punishment mechanism and other quality measures to implement. Because Jilin Nongxin belongs to the special management mode of legal person units at provincial and county levels, it also involves UnionPay and Unicom, which not only needs the integration of various demands, but also needs to ensure the project to be online on schedule under the established conditions. So this project has certain representativeness and particularity. The purpose of this paper is to highlight the planning and control mode of this project, to provide a set of relatively complete project management ideas for Jilin Agricultural Credit Corporation to develop rural mobile payment project, and to seek some common problems in this project and make a good summary. For the construction of other projects in the future to provide some reference and ideas.
