【摘要】：伴隨我國(guó)工程項(xiàng)目的國(guó)際化發(fā)展,我國(guó)與國(guó)際工程市場(chǎng)的接觸日益頻繁,未來(lái),在工程項(xiàng)目運(yùn)作過(guò)程中,工程質(zhì)量、工程運(yùn)作的環(huán)境以及工程人員的職業(yè)健康安全與國(guó)際標(biāo)準(zhǔn)的接軌具有必然趨勢(shì)。但目前,我國(guó)工程領(lǐng)域的規(guī)范性不足,與國(guó)際標(biāo)準(zhǔn)具有較大差距。在當(dāng)前市場(chǎng)形勢(shì)下,建設(shè)施工領(lǐng)域的競(jìng)爭(zhēng)由單質(zhì)量要素競(jìng)爭(zhēng)轉(zhuǎn)化為多環(huán)節(jié)綜合競(jìng)爭(zhēng),由此,質(zhì)量因素、環(huán)境因素、職業(yè)健康因素都納入到招投標(biāo)審核的評(píng)審范圍內(nèi),作為商務(wù)標(biāo)審核的重要指標(biāo)。工程項(xiàng)目建設(shè)過(guò)程中,如何在確保質(zhì)量滿(mǎn)足要求的前提下,保護(hù)好環(huán)境因素,減少危險(xiǎn)源對(duì)職業(yè)人員的危害,都成為施工領(lǐng)域日益重要的關(guān)注條件。因此,推行ISO 9000(《質(zhì)量管理體系一基礎(chǔ)和術(shù)語(yǔ)》)、ISO 9001(《質(zhì)量管理體系—要求》)、ISO 14001(《環(huán)境管理體系要求及使用指南》)以及OHSAS 18001(《職業(yè)健康安全管理體系—要求》)等國(guó)際標(biāo)準(zhǔn),成為工程公司的一個(gè)必然選擇。本篇論文以ISO 9000(《質(zhì)量管理體系一基礎(chǔ)和術(shù)語(yǔ)》)、ISO 9001(《質(zhì)量管理體系一要求》)、ISO 14001(《環(huán)境管理體系要求及使用指南》)以及OHSAS 18001(《職業(yè)健康安全管理體系一要求》)等標(biāo)準(zhǔn)化體系為依據(jù),通過(guò)對(duì)國(guó)內(nèi)外綜合管理體系研究現(xiàn)狀的深入剖析,結(jié)合筆者數(shù)十年相關(guān)工作經(jīng)驗(yàn)中發(fā)現(xiàn)的問(wèn)題,對(duì)綜合管理體系認(rèn)證在項(xiàng)目管理中的應(yīng)用進(jìn)行探討。文章首先系統(tǒng)介紹了戴明理論、系統(tǒng)方法與過(guò)程方法等研究綜合管理體系的基本方法,在此基礎(chǔ)上,對(duì)綜合管理體系的內(nèi)涵、內(nèi)容、特征、作用與價(jià)值進(jìn)行闡述,進(jìn)而為研究的展開(kāi)奠定扎實(shí)的基礎(chǔ)。其次,對(duì)于綜合管理體系在我國(guó)項(xiàng)目管理中應(yīng)用的現(xiàn)狀與問(wèn)題進(jìn)行了較為全面系統(tǒng)的剖析。再次,通過(guò)綜合管理體系的建立原則、步驟和注意事項(xiàng)三部分刪除了如何在項(xiàng)目管理過(guò)程中打造具有個(gè)性化、指導(dǎo)性的綜合管理體系。最后,通過(guò)案例分析,驗(yàn)證上述綜合管理體系在項(xiàng)目管理中是有效的。在市場(chǎng)化的大趨勢(shì)下,將綜合管理體系融合到項(xiàng)目管理、企業(yè)管理當(dāng)中,通過(guò)綜合管理體系更為科學(xué)、系統(tǒng)、規(guī)范的開(kāi)展管理工作,使復(fù)雜的工作有序的展開(kāi),并通過(guò)標(biāo)準(zhǔn)化實(shí)現(xiàn)統(tǒng)一化,使不同環(huán)節(jié)之間實(shí)現(xiàn)無(wú)縫連接,降低反工率,提高企業(yè)的運(yùn)作效率,降低企業(yè)運(yùn)營(yíng)成本,對(duì)于強(qiáng)化企業(yè)核心競(jìng)爭(zhēng)力,保證企業(yè)在競(jìng)爭(zhēng)日益激烈的市場(chǎng)中穩(wěn)中求進(jìn),以及助力企業(yè)推進(jìn)國(guó)際化均具有重要意義。
[Abstract]:With the international development of engineering projects in China, the contact between China and the international engineering market is becoming more and more frequent. In the future, in the process of project operation, engineering quality, The environment of engineering operation and the occupational health and safety of engineers have an inevitable trend to meet the international standards. But at present, the standardization of engineering in our country is insufficient, and there is a big gap with the international standard. In the current market situation, the competition in the construction field is transformed from single quality factor competition to multi-link comprehensive competition. Therefore, quality factors, environmental factors and occupational health factors are all included in the evaluation scope of bidding examination. As an important indicator of business standards audit. In the process of engineering project construction, how to protect the environmental factors and reduce the hazard to the professional personnel under the premise of ensuring the quality meet the requirements has become an increasingly important condition of concern in the construction field. Therefore, the implementation of international standards, such as ISO 9000 (quality Management system-fundamentals and terminology) and ISO 9001 (quality Management system-requirements), ISO 14001 (guidelines for Environmental Management system requirements and use) and OHSAS 18001 (Occupational Health and Safety Management system-requirements), Become an inevitable choice for engineering companies. This paper is based on ISO 9000 (quality Management system-fundamentals and terminology) and ISO 9001 (quality Management system I requirements), ISO 14001 (Environmental Management system requirements and usage guidelines) and OHSAS 18001 (Occupational Health and Safety Management system requirements). Based on the deep analysis of the current research situation of the integrated management system at home and abroad and the problems found in the author's decades of relevant work experience, this paper discusses the application of the integrated management system certification in the project management. Firstly, the paper introduces the basic methods of Dai Ming theory, systematic method and process method to study the integrated management system, on the basis of which, the connotation, content, characteristics, function and value of the integrated management system are expounded. Then lay a solid foundation for the development of the research. Secondly, the present situation and problems of the application of the integrated management system in the project management of our country are analyzed comprehensively and systematically. Thirdly, through the principles of the establishment of the integrated management system, steps and points for attention, three parts delete how to create a personalized and guiding integrated management system in the process of project management. Finally, through the case analysis, it is proved that the above integrated management system is effective in project management. Under the trend of marketization, the integrated management system is integrated into project management and enterprise management. Through the scientific, systematic and standardized management of the integrated management system, the complex work can be carried out in an orderly manner. And through standardization to realize unification, to make different links realize seamless connection, to reduce the rate of backworking, to improve the operation efficiency of enterprises, to reduce the operating costs of enterprises, to strengthen the core competitiveness of enterprises. It is of great significance to ensure enterprises to advance steadily in the increasingly competitive market and to help enterprises to promote internationalization.
