【摘要】：普京高度重視科技發(fā)展 ,積極改革科技管理體制、科技撥款辦法和科研組織機(jī)構(gòu) ;實(shí)施優(yōu)先發(fā)展重點(diǎn)領(lǐng)域、促進(jìn)科技與經(jīng)濟(jì)有機(jī)結(jié)合、鼓勵(lì)科技創(chuàng)新的發(fā)展戰(zhàn)略 ,希冀俄羅斯重居“科技大國(guó)”地位。同時(shí) ,對(duì)科研機(jī)構(gòu)采取優(yōu)惠政策 ,對(duì)科技人才實(shí)施激勵(lì)機(jī)制 ,以抑止本國(guó)科研水平的進(jìn)一步下滑 ,為經(jīng)濟(jì)復(fù)興提供技術(shù)支撐。
[Abstract]:Putin attached great importance to the development of science and technology, actively reformed the scientific and technological management system, methods for allocating funds for science and technology, and scientific research organizations; and implemented the development strategy of giving priority to the development of key areas, promoting the organic integration of science and technology with the economy, and encouraging scientific and technological innovation. It is hoped that Russia will regain its position as a scientific and technological power. At the same time, we should adopt preferential policies to scientific research institutions and implement incentive mechanisms for scientific and technological talents in order to curb the further decline in the level of scientific research in our country and provide technical support for economic revival.
