【摘要】：正 一、世界主要國(guó)家武器裝備采辦管理體制 美國(guó)實(shí)行國(guó)防部統(tǒng)一領(lǐng)導(dǎo)和三軍分散實(shí)施相結(jié)合的體制,國(guó)防部負(fù)責(zé)采辦與技術(shù)的副部長(zhǎng)全面領(lǐng)導(dǎo)軍隊(duì)裝備采辦,包括制定政策和計(jì)劃并監(jiān)督實(shí)施,三軍在國(guó)防部統(tǒng)一領(lǐng)導(dǎo)下,負(fù)責(zé)本軍種采辦的具體實(shí)施,其特點(diǎn)是:統(tǒng)分結(jié)合,職責(zé)明確,宏觀政策和計(jì)劃協(xié)調(diào)由國(guó)防部統(tǒng)籌,項(xiàng)目管理和計(jì)劃落實(shí)由三軍分管,既有集中統(tǒng)一,又有業(yè)務(wù)自主;雙層
