萬(wàn)西鐵路專用線項(xiàng)目可行性研究

【摘要】:鐵路專用線是由企業(yè)或者其他單位管理的與國(guó)家鐵路或者其他鐵路線路接軌的岔線,承擔(dān)著貨物集散及助力地區(qū)經(jīng)濟(jì)發(fā)展的重要作用。由于鐵路專用線項(xiàng)目涉及范圍廣,項(xiàng)目建設(shè)過(guò)程復(fù)雜,工期長(zhǎng)且投資相對(duì)較大,因此項(xiàng)目在各階段都存在各種風(fēng)險(xiǎn)。運(yùn)用項(xiàng)目管理理論,對(duì)項(xiàng)目進(jìn)行科學(xué)的分析和預(yù)測(cè),能夠有效降低風(fēng)險(xiǎn)發(fā)生的概率,在一定程度上減少風(fēng)險(xiǎn)帶來(lái)的損失,提高項(xiàng)目的可行性。本文以河北省張家口市萬(wàn)全西站專用線項(xiàng)目為研究對(duì)象,在參閱國(guó)內(nèi)外相關(guān)理論文獻(xiàn)的基礎(chǔ)上,首先介紹項(xiàng)目的建設(shè)背景,包括地區(qū)經(jīng)濟(jì)、路網(wǎng)構(gòu)成以及貨運(yùn)量預(yù)測(cè)等,說(shuō)明項(xiàng)目建設(shè)的必要性;其次簡(jiǎn)要介紹該項(xiàng)目的主要設(shè)計(jì)原則及工程內(nèi)容,并在此基礎(chǔ)之上對(duì)該項(xiàng)目的投資和收益進(jìn)行估算和評(píng)估;然后對(duì)該項(xiàng)目進(jìn)行工程環(huán)境影響分析,力求最大限度減輕項(xiàng)目及施工工程帶來(lái)的環(huán)境改變和影響;最后按照風(fēng)險(xiǎn)類型對(duì)萬(wàn)西鐵路專用線項(xiàng)目進(jìn)行風(fēng)險(xiǎn)分析并提出有針對(duì)性的風(fēng)險(xiǎn)控制對(duì)策。文章從實(shí)際出發(fā),對(duì)項(xiàng)目建設(shè)的必要性、經(jīng)濟(jì)合理性和技術(shù)的可行性等方面做出了綜合分析,得出萬(wàn)西鐵路專用線項(xiàng)目可行的結(jié)論,為該項(xiàng)目的最終決策提供科學(xué)依據(jù)。
[Abstract]:The special railway line is a branch line which is managed by enterprises or other units to connect with the national railway or other railway lines. It plays an important role in the distribution of goods and the economic development of the region. Due to the wide range of railway private line projects, complex construction process, long construction period and relatively large investment, there are various risks in each stage of the project. Using the theory of project management to analyze and predict the project scientifically can effectively reduce the probability of risk occurrence reduce the loss caused by risk to a certain extent and improve the feasibility of the project. This paper takes the special line project of Wanquan West Railway Station in Zhangjiakou City, Hebei Province as the research object. On the basis of referring to the relevant theoretical documents at home and abroad, this paper first introduces the construction background of the project, including the regional economy, the constitution of the road network and the forecast of the freight volume, etc. The necessity of the project construction is explained. Secondly, the main design principles and engineering contents of the project are briefly introduced, and on this basis, the investment and income of the project are estimated and evaluated, and then the environmental impact analysis of the project is carried out. This paper tries to minimize the environmental change and impact brought by the project and construction project, and finally analyzes the risk of the Wanxi railway private line project according to the risk type and puts forward some targeted risk control countermeasures. This paper makes a comprehensive analysis on the necessity, economic rationality and technical feasibility of the construction of the project, and draws the feasible conclusion of the project, which provides a scientific basis for the final decision of the project.
