考慮學習曲線的項目人力資源分配研究

【摘要】:在競爭日益激烈的市場環(huán)境中,由于項目周期變長、項目復雜度升高等原因,項目對人力資源的需求不斷增加,人力資源成為眾多項目爭奪的緊要對象。如何平衡利益沖突協(xié)調(diào)人力分配、最大程度地發(fā)揮員工優(yōu)勢、提高項目績效成為項目管理中的一個重要問題。根據(jù)“學習曲線”理論,隨著員工參與的項目增多,工作效率會不斷提高。而項目中的人力資源管理具有動態(tài)性,完成當前項目工作的員工會被分配至新的崗位;谠撎匦,項目中員工的學習行為對工作能力的影響更加明顯。因此,依據(jù)員工的工作經(jīng)驗和能力進行崗位分配,對于降低人力管理成本、加快項目進度有重要意義。本文從人的學習行為出發(fā),首先提出了基于學習曲線理論的人力資源分配框架。接著,本文依據(jù)員工在過去工作中學習和積累的經(jīng)驗,運用學習曲線函數(shù)來評估員工在新項目中的工作表現(xiàn)及能力,以項目組織價值最大化為目的構(gòu)建人力資源配置模型。該模型采用0-1變量描述工作人員與工作崗位之間的匹配關(guān)系,并且應(yīng)用學習曲線理論中的對數(shù)直線模型量化員工在崗位中的工作成本,使其作為目標函數(shù)中的衡量系數(shù)出現(xiàn)在模型中。最后,鑒于0-1混合整數(shù)規(guī)劃模型中涉及到不同的變量,可行的分配方案眾多,在大量的可行解中搜尋到最優(yōu)解是模型求解的一個難點。因此本文提出整數(shù)規(guī)劃同約束規(guī)劃相結(jié)合的算法,并使用CPLEX軟件對模型進行求解,以便快速準確的得到運算結(jié)果。本文以國內(nèi)一家ERP上市公司的項目組為研究對象,通過問卷調(diào)研和對相關(guān)資料的分析獲取模型所需數(shù)據(jù),依據(jù)文中提出的算法在CPLEX軟件編程求解,得到人力資源優(yōu)化分配矩陣和項目最優(yōu)組織可度量價值。接著比較本文分配方案與一般分配方案的項目組織可度量價值,證明考慮學習曲線的人力資源分配方法更適用于項目管理。
[Abstract]:In the increasingly competitive market environment, due to the long project cycle and the increase of project complexity, the demand for human resources is increasing, and human resources become the critical object of many projects. How to balance conflict of interest and coordinate manpower distribution, maximize the advantages of employees and improve project performance has become an important issue in project management. According to the "learning curve" theory, as employees participate in more projects, work efficiency will continue to improve. Human resource management in the project is dynamic, and employees who complete the current project are assigned to new positions. Based on this feature, the effect of learning behavior on work ability is more obvious. Therefore, it is of great significance to reduce the cost of manpower management and accelerate the progress of the project according to the work experience and ability of the staff. In this paper, a framework of human resource allocation based on learning curve theory is proposed. Then, based on the past work experience, this paper uses the learning curve function to evaluate the performance and ability of the staff in the new project, and constructs the human resource allocation model for the purpose of maximizing the value of the project organization. In this model, 0-1 variables are used to describe the matching relationship between the staff and the position, and the logarithmic linear model in the learning curve theory is used to quantify the work cost of the staff in the position. Make it appear in the model as the measurement coefficient in the objective function. Finally, in view of the different variables involved in the 0-1 mixed integer programming model, there are many feasible allocation schemes. It is difficult to find the optimal solution in a large number of feasible solutions. In this paper, an algorithm combining integer programming with constrained programming is proposed, and the model is solved by using CPLEX software, so that the results can be obtained quickly and accurately. This paper takes the project team of a ERP listed company in China as the research object, obtains the data needed by the model through the questionnaire investigation and the analysis of the related data, and solves the problem in the CPLEX software according to the algorithm proposed in this paper. The optimal allocation matrix of human resources and the measurable value of project optimal organization are obtained. Then comparing the project organization value of the allocation scheme and the general distribution scheme, it is proved that the human resource allocation method considering learning curve is more suitable for project management.
