考慮學(xué)習(xí)曲線(xiàn)的項(xiàng)目人力資源分配研究

【摘要】:在競(jìng)爭(zhēng)日益激烈的市場(chǎng)環(huán)境中,由于項(xiàng)目周期變長(zhǎng)、項(xiàng)目復(fù)雜度升高等原因,項(xiàng)目對(duì)人力資源的需求不斷增加,人力資源成為眾多項(xiàng)目爭(zhēng)奪的緊要對(duì)象。如何平衡利益沖突協(xié)調(diào)人力分配、最大程度地發(fā)揮員工優(yōu)勢(shì)、提高項(xiàng)目績(jī)效成為項(xiàng)目管理中的一個(gè)重要問(wèn)題。根據(jù)“學(xué)習(xí)曲線(xiàn)”理論,隨著員工參與的項(xiàng)目增多,工作效率會(huì)不斷提高。而項(xiàng)目中的人力資源管理具有動(dòng)態(tài)性,完成當(dāng)前項(xiàng)目工作的員工會(huì)被分配至新的崗位;谠撎匦,項(xiàng)目中員工的學(xué)習(xí)行為對(duì)工作能力的影響更加明顯。因此,依據(jù)員工的工作經(jīng)驗(yàn)和能力進(jìn)行崗位分配,對(duì)于降低人力管理成本、加快項(xiàng)目進(jìn)度有重要意義。本文從人的學(xué)習(xí)行為出發(fā),首先提出了基于學(xué)習(xí)曲線(xiàn)理論的人力資源分配框架。接著,本文依據(jù)員工在過(guò)去工作中學(xué)習(xí)和積累的經(jīng)驗(yàn),運(yùn)用學(xué)習(xí)曲線(xiàn)函數(shù)來(lái)評(píng)估員工在新項(xiàng)目中的工作表現(xiàn)及能力,以項(xiàng)目組織價(jià)值最大化為目的構(gòu)建人力資源配置模型。該模型采用0-1變量描述工作人員與工作崗位之間的匹配關(guān)系,并且應(yīng)用學(xué)習(xí)曲線(xiàn)理論中的對(duì)數(shù)直線(xiàn)模型量化員工在崗位中的工作成本,使其作為目標(biāo)函數(shù)中的衡量系數(shù)出現(xiàn)在模型中。最后,鑒于0-1混合整數(shù)規(guī)劃模型中涉及到不同的變量,可行的分配方案眾多,在大量的可行解中搜尋到最優(yōu)解是模型求解的一個(gè)難點(diǎn)。因此本文提出整數(shù)規(guī)劃同約束規(guī)劃相結(jié)合的算法,并使用CPLEX軟件對(duì)模型進(jìn)行求解,以便快速準(zhǔn)確的得到運(yùn)算結(jié)果。本文以國(guó)內(nèi)一家ERP上市公司的項(xiàng)目組為研究對(duì)象,通過(guò)問(wèn)卷調(diào)研和對(duì)相關(guān)資料的分析獲取模型所需數(shù)據(jù),依據(jù)文中提出的算法在CPLEX軟件編程求解,得到人力資源優(yōu)化分配矩陣和項(xiàng)目最優(yōu)組織可度量?jī)r(jià)值。接著比較本文分配方案與一般分配方案的項(xiàng)目組織可度量?jī)r(jià)值,證明考慮學(xué)習(xí)曲線(xiàn)的人力資源分配方法更適用于項(xiàng)目管理。
[Abstract]:In the increasingly competitive market environment, due to the long project cycle and the increase of project complexity, the demand for human resources is increasing, and human resources become the critical object of many projects. How to balance conflict of interest and coordinate manpower distribution, maximize the advantages of employees and improve project performance has become an important issue in project management. According to the "learning curve" theory, as employees participate in more projects, work efficiency will continue to improve. Human resource management in the project is dynamic, and employees who complete the current project are assigned to new positions. Based on this feature, the effect of learning behavior on work ability is more obvious. Therefore, it is of great significance to reduce the cost of manpower management and accelerate the progress of the project according to the work experience and ability of the staff. In this paper, a framework of human resource allocation based on learning curve theory is proposed. Then, based on the past work experience, this paper uses the learning curve function to evaluate the performance and ability of the staff in the new project, and constructs the human resource allocation model for the purpose of maximizing the value of the project organization. In this model, 0-1 variables are used to describe the matching relationship between the staff and the position, and the logarithmic linear model in the learning curve theory is used to quantify the work cost of the staff in the position. Make it appear in the model as the measurement coefficient in the objective function. Finally, in view of the different variables involved in the 0-1 mixed integer programming model, there are many feasible allocation schemes. It is difficult to find the optimal solution in a large number of feasible solutions. In this paper, an algorithm combining integer programming with constrained programming is proposed, and the model is solved by using CPLEX software, so that the results can be obtained quickly and accurately. This paper takes the project team of a ERP listed company in China as the research object, obtains the data needed by the model through the questionnaire investigation and the analysis of the related data, and solves the problem in the CPLEX software according to the algorithm proposed in this paper. The optimal allocation matrix of human resources and the measurable value of project optimal organization are obtained. Then comparing the project organization value of the allocation scheme and the general distribution scheme, it is proved that the human resource allocation method considering learning curve is more suitable for project management.
