【摘要】：為實現(xiàn)我國航天重大工程項目追求卓越的目標(biāo),針對其研制管理中戰(zhàn)略路線的可持續(xù)性、管理體系的科學(xué)性、體系方法的融合性和考核評估的系統(tǒng)完整性等方面普遍存在的主要問題,在研究國際上廣泛使用的卓越績效模式及其應(yīng)用發(fā)展的基礎(chǔ)上,提出了航天重大工程項目卓越管理模式。該模式以系統(tǒng)科學(xué)的基本思想、卓越績效的理念方法和中國航天的工程實踐為指導(dǎo),以"卓越領(lǐng)導(dǎo)、卓越過程、卓越結(jié)果"三大要素為核心。結(jié)合在中國探月二期工程中的具體應(yīng)用,對其內(nèi)涵及體系組成進行了系統(tǒng)闡述。工程實踐表明,該模式適用于航天重大工程項目的研制管理,并具有良好的推廣應(yīng)用價值。
[Abstract]:In order to achieve the goal of pursuing excellence in China's major aerospace engineering projects, aiming at the sustainability of the strategic route in its development and management, and the scientific nature of the management system, The main problems in the aspects of the integration of system methods and the system integrity of evaluation and evaluation are based on the research on the excellent performance model and its application development, which are widely used in the world. The excellent management mode of major aerospace project is put forward. The model is guided by the basic ideas of system science, the concept and method of outstanding performance, and the engineering practice of China's aerospace industry, and takes "excellent leadership, excellent process and excellent results" as the core elements. Combined with the concrete application in the second phase of Chinese lunar exploration project, the connotation and system composition of the project are systematically expounded. The engineering practice shows that the model is suitable for the development and management of major aerospace projects and has a good value of popularization and application.
