【摘要】：隨著城鎮(zhèn)化進(jìn)程加快,土地及房屋征收規(guī)模、范圍、種類不斷增大、增多,某些矛盾愈演愈烈,“釘子戶”問題屢見不鮮,某某公益公建項(xiàng)目因“釘子戶”問題而腰斬現(xiàn)象也不在少數(shù),以上種種與土地及房屋征收信息管理系統(tǒng)不完善,信息不夠公開、透明不無關(guān)系,反而往往因?yàn)楸徽魇杖瞬涣私饣蛄私獠坏酵恋丶胺课菡魇障嚓P(guān)信息,不能消除心中對土地及房屋征收補(bǔ)償標(biāo)準(zhǔn)的疑問和誤解,帶著疑慮的心態(tài)對待土地及房屋征收,出現(xiàn)整天覺得補(bǔ)償標(biāo)準(zhǔn)低、自己肯定比別人得到的補(bǔ)償少、我只要一拖,征收部門就一定會答應(yīng)自己要求等等心理。 本論文旨在建立一個完善的、透明、公開、易于查找了解的土地及房屋征收相關(guān)信息的系統(tǒng),對土地及房屋征收相關(guān)法律法規(guī)、政策、補(bǔ)償標(biāo)準(zhǔn)、補(bǔ)償個案等進(jìn)行輸入、歸納和匯總,使被征收人“心中有數(shù)”、“心中有底”,用科學(xué)客觀的心態(tài)看待土地及房屋征收,一定程度降低被征收人因?qū)ν恋丶胺课菡魇詹涣私舛鴳{主觀看法和心理認(rèn)為土地及房屋征收不好,從而造成土地及房屋征收工作難完成和不能完成的現(xiàn)象發(fā)生 本文采用面向?qū)ο蠓椒ㄟM(jìn)行研究。建立一個易于上手,普通百姓都能使用和參考的土地及房屋征收管理系統(tǒng)。在設(shè)計(jì)階段,我使用了UML對系統(tǒng)建模、數(shù)據(jù)分析和業(yè)務(wù)需求分析等工作。本系統(tǒng)主要功能為征收項(xiàng)目資料查閱、用戶意見／建議提交、征收項(xiàng)目資料管理、意見／建議回復(fù)、上級審核、系統(tǒng)管理等多個功能模塊。在設(shè)計(jì)好系統(tǒng)的流程與用例后,根據(jù)地角色和現(xiàn)在的資料對數(shù)據(jù)庫進(jìn)行建模然后采用PowerDesigner進(jìn)行數(shù)據(jù)庫字典進(jìn)行設(shè)計(jì)。
[Abstract]:As the process of urbanization accelerates, the scale, scope and variety of land and houses are increasing, and some contradictions are becoming more and more serious. The problem of "nail households" is common. The phenomenon of halving due to the problem of "nail households" in such a public welfare public construction project is not uncommon. All of the above are related to the imperfect information management system of land and housing expropriation, the lack of openness and transparency of the information. On the contrary, because the expropriated people do not understand or understand the relevant information on land and housing expropriation, they cannot eliminate the doubts and misunderstandings in their minds about the compensation standard for land and housing expropriation, and treat land and housing expropriation with a sceptical attitude. Appear all day feel compensatory standard is low, oneself certainly than the compensation that others get less, I only want to drag on, collect department can promise oneself to ask for certainly wait psychology. The purpose of this paper is to establish a perfect, transparent, open and easy to find information system of land and housing expropriation, and input relevant laws and regulations, policies, compensation standards, compensation cases, etc. Sum up and sum up, so that the expropriated person "know the number", "the bottom of the mind", with a scientific and objective attitude towards land and housing expropriation, Reduce to a certain extent the phenomenon that land and house expropriation work is difficult to be completed and cannot be completed because of the lack of understanding of land and housing expropriation and the subjective and psychological perception that land and house expropriation is not good. The object-oriented method is used in this paper. Establish a land and house expropriation management system that is easy to use and can be used and referenced by ordinary people. In the design phase, I used UML to model the system, data analysis and business requirements analysis. The main function of this system is to collect project information, submit user opinions / suggestions, collect project data management, comment / suggestion response, superior audit, system management and other functional modules. After designing the system flow and use cases, the database is modeled based on the local role and the present data, and then the database dictionary is designed by using PowerDesigner.
